Minneapolis Man Sentenced To Prison For Arson Of St. Paul Car Rental Agency

ST. PAUL, Minn. – A Minneapolis man was sentenced today to 72 months in prison followed by three years of supervised release for arson at a St. Paul car rental agency.

According to court documents, on May 28, 2020, an Enterprise Rent-A-Car building located in St. Paul, Minnesota, was completely destroyed due to arson. Surveillance video footage from cameras located inside and outside of the business showed Matthew Scott White, 31, entering the building and starting a fire in the back office. White fueled the fire by throwing papers and other flammable items onto the flames. As White exited the building, he told bystanders that the building was “going up” meaning, it was going to burn.

Acting U.S. Attorney W. Anders Folk for the District of Minnesota made the announcement after U.S. District Judge Wilhelmina M. Wright sentenced the defendant.

This case was the result of an investigation conducted jointly by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the FBI, the St. Paul Police Department, and the Minnesota State Fire Marshal Division.

Staples Man Sentenced To Prison, $12 Million In Restitution For Minneapolis Police Third Precinct Arson

MINNEAPOLIS – A Staples man was sentenced today to 27 months in prison for his role in the arsons at the Minneapolis Police Department’s Third Precinct building.

According to court documents, on the night of May 28, 2020, Bryce Michael Williams, 27, went to the Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct building was torn down. Williams, along with other co-conspirators, breached the fence and entered the Third Precinct building. Surveillance video footage from the Third Precinct showed Williams standing near the entrance of the Third Precinct holding a Molotov cocktail while a co-conspirator (later identified as Davon De-Andre Turner) lit the wick. The Molotov cocktail was taken into the Third Precinct by Turner and was used to start a fire. Williams later threw a box on an existing fire located just outside the Third Precinct entrance.

“All four defendants charged in federal court have now been sentenced for their individual roles in the burning and near total destruction of the Minneapolis Police Department’s Third Precinct building,” said Acting U.S. Attorney W. Anders Folk. “Mr. Williams and his co-defendants have been held accountable for their dangerous and destructive actions. I thank our federal, state, and local partners who pursued justice in these cases.”

On November 19, 2020, Williams pleaded guilty to one count of conspiracy to commit arson. As part of his sentencing, Williams was ordered to serve two years of supervised release and pay $12 million in restitution.

Richfield Man Sentenced To Prison For Arson Of Target Corporation Headquarters

ST. PAUL, Minn. – A Richfield man was sentenced today to 33 months in prison followed by two years of supervised release for conspiring to commit arson of the Target Corporation’s headquarters building.

According to court documents, on Wednesday, August 26, 2020, Minneapolis experienced arson, rioting, and looting in response to false rumors regarding police involvement in the death of a murder suspect. After law enforcement released video footage demonstrating that the rumor was clearly false, Shador Tommie Cortez Jackson, 24, gathered with other rioters downtown. Jackson joined a crowd outside Target Corporation’s corporate headquarters building located at 1000 Nicollet Mall (“Target Headquarters”). Jackson used a construction sign to break through the glass doors into the building. After breaching the doors and entering the building, Jackson intentionally set a fire on a counter inside the mailroom. Jackson also attempted to light a second fire in the mailroom on top of cardboard boxes using a lighter and a bottle of ignitable liquid.

Acting U.S. Attorney W. Anders Folk for the District of Minnesota made the announcement after U.S. District Judge Patrick J. Schiltz sentenced the defendant.

Richfield Man Charged With Arson Of Target Headquarters

United States Attorney Erica H. MacDonald today announced a criminal complaint charging SHADOR TOMMIE CORTEZ JACKSON, 24, with arson. JACKSON was arrested yesterday and made his initial appearance this afternoon before Magistrate Judge Tony N. Leung in U.S. District Court in Minneapolis, Minnesota. JACKSON was detained pending a formal detention and preliminary hearing scheduled for September 16, 2020, at 10:30 am before Magistrate Judge Elizabeth Cowan Wright.

According to the criminal complaint and documents filed with the court, on Wednesday, August 26, 2020, Minneapolis experienced arson, rioting, and looting, following the suicide of a suspect in a homicide, and in response to false rumors surrounding the man’s death. At approximately 10:55 p.m., Target surveillance video showed a man, later identified as JACKSON by law enforcement, use a “Sidewalk Closed” construction sign to break through one of the glass doors into the Target Headquarters building, located at 1000 Nicollet Mall. Target surveillance video, taken from inside the store, then showed JACKSON igniting a fire on a desktop inside the mailroom. JACKSON poured liquid from a bottle prior to or immediately after starting the fire. Surveillance video then showed JACKSON run out of the building. Later that night, JACKSON was stopped by the Richfield Police and found in possession of stolen items of merchandise.

This case is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the Minneapolis Fire Department, and the Minneapolis, Bloomington, and Richfield Police Departments.

Wayzata Man Sentenced To Prison For Arson Of Minneapolis Bank

ST. PAUL, Minn. – A Wayzata man was sentenced today to 37 months in prison followed by three years of supervised release for conspiring to commit arson of a Minneapolis bank.

According to court documents, on May 28, 2020, Marc Bell Gonzales, 30, and others intentionally set fire to the Wells Fargo Bank branch building located at 3030 Nicollet Avenue South. Specifically, Gonzales poured gasoline from a red plastic canister onto the Wells Fargo Bank property while the surrounding crowd chanted, “burn it down!” Gonzales admitted that he acted with the intent to accelerate the burning of the Wells Fargo Bank building.

Acting U.S. Attorney W. Anders Folk for the District of Minnesota made the announcement after U.S. District Judge Eric C. Tostrud sentenced the defendant.

St. Paul Man Sentenced To Prison, $12 Million In Restitution For Minneapolis Police Third Precinct Arson

MINNEAPOLIS – A St. Paul man was sentenced today to 36 months in prison for his role in the arsons at the Minneapolis Police Department’s Third Precinct building.

According to court documents, on the night of May 28, 2020, Davon De-Andre Turner, 25, went to the Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct building was torn down. Turner and an individual unknown to him at the time (later identified as co-defendant Bryce Michael Williams) worked together to light an incendiary device which they intended to be used to start or further accelerate a fire. The incendiary device was taken into the Third Precinct headquarters by Turner and was used to start a fire.

“Mr. Turner’s actions on the night of May 28, 2020 contributed to the near total destruction of the Minneapolis Police Department’s Third Precinct building,” said Acting U.S. Attorney Anders Folk. “Those actions were dangerous to community, to law enforcement, and to the many peaceful protestors exercising their first amendment rights. Today’s sentence underscores the seriousness of those actions.”

“ATF is committed to investigating the civil unrest arsons of 2020 that occurred throughout the Twin Cities,” said Special Agent in Charge Terry Henderson, of the ATF St. Paul Field Division. “Arson, being inherently violent, is a serious crime that puts our community members and first responders at risk, and it cannot be tolerated.”

“Today’s sentencing sends a clear message—when you are intent on conducting a violent act that breaks federal law, the FBI and our law enforcement partners will move with speed to hold you accountable,” said Michael Paul, special agent in charge of the FBI’s Minneapolis field office. “That behavior puts our entire community in danger, and we simply will not let it go unaddressed.”

On January 22, 2021, Turner pleaded guilty to one count of conspiracy to commit arson. As part of his sentencing, Turner was ordered to serve two years of supervised release and pay $12 million in restitution.

Co-conspirator Dylan Shakespeare Robinson, 23, was sentenced on April 28, 2021, to 48 months in prison. Co-conspirator Branden Michael Wolfe, 23, was sentenced on May 4, 2021, to 41 months in prison. Both Robinson and Wolfe, who had each previously pleaded guilty to one count of conspiracy to commit arson, were also ordered to serve two years of supervised release and pay $12 million in restitution for their roles in the conspiracy. Co-conspirator Bryce Michael Williams is currently scheduled to be sentenced on June 7, 2021 before District Court Judge Patrick J. Schiltz. Williams plead guilty to one count of conspiracy to commit arson on November 11, 2020.

MINNEAPOLIS – A St. Paul man was sentenced yesterday to 41 months in prison for his role in the arsons at the Minneapolis Police Department’s Third Precinct building.

According to court documents, on the night of May 28, 2020, Branden Michael Wolfe, 23, went to the Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct was torn down. Wolfe pushed a barrel into a fire located in the entrance of the Third Precinct headquarters, which had been set by other unidentified co-conspirators, with the intent to accelerate the existing fire. Wolfe also entered the Third Precinct building and stole several items, including a police vest, duty belt, handcuffs, earpiece, baton, knife, riot helmet, pistol magazine, police radio, police overdose kit, uniform name plates, and ammunition. Wolfe was arrested on June 3, 2020, wearing the police vest, the duty belt and carrying the tactical baton.

“Mr. Wolfe furthered the destruction that took place in Minneapolis last summer by literally adding fuel to the fire. In addition to the arson, Mr. Wolfe stole body armor, weapons, and ammunition belonging to the Minneapolis Police Department,” said Acting U.S. Attorney Anders Folk. “This sentence underscores the seriousness of Mr. Wolfe’s actions and holds him to account.”

Minneapolis Man Pleads Guilty To Arson Of St. Paul Car Rental Agency

United States Attorney Erica H. MacDonald today announced the guilty plea of MATTHEW SCOTT WHITE, 32, to one count of arson. WHITE, who was arrested and charged on June, 29, 2020, entered his guilty plea today before Judge Wilhelmina M. Wright in U.S. District Court in Minneapolis, Minnesota.

According to the defendant’s guilty plea, on May 28, 2020, WHITE entered an Enterprise Rent-A-Car building located in St. Paul, Minnesota. While inside the building, WHITE and a juvenile accomplice maliciously started a fire inside a back office. WHITE fueled the fire by throwing papers and other flammable items onto the flames. On June 3, 2020, investigators with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) examined the scene and determined that the fire was caused by arson and originated from within the structure. The Enterprise Rent-A-Car was totally destroyed by the fire.

United States Attorney Erica H. MacDonald today announced a federal criminal complaint against MOHAMED HUSSEIN ABDI, 19, charging him with arson. ABDI, who was arrested on June, 29, 2020, made his initial appearance earlier today before Magistrate Judge Hildy Bowbeer in U.S. District Court in St. Paul, Minnesota.

According to the allegations in the complaint, on May 28, 2020, the Gordon Parks High School in St. Paul, Minnesota, suffered damage due to fire and vandalism. Surveillance cameras inside the school captured footage of ABDI and another individual intentionally setting a fire in the cafeteria. The footage shows ABDI reaching through a broken glass door and pouring a clear liquid from a white container on the floor of the cafeteria. ABDI then entered the cafeteria and poured more clear liquid onto the floor and into a trashcan. ABDI ignited a fire in the trashcan using a liquid-soaked garment. The footage shows ABDI running from the building as flames and black smoke erupt from the trashcan.

Andover Woman Charged With Arson Of St. Paul Car Rental Agency

United States Attorney Erica H. MacDonald today announced a federal criminal complaint against JESSICA LYNN WHITE, 33, charging her with conspiracy to commit arson. WHITE, who was arrested on June, 16, 2020, made her initial appearance on June 17, 2020, before Magistrate Judge David T. Schultz in U.S. District Court in Minneapolis.

According to the allegations in the complaint, on May 28, 2020, an Enterprise Rent-A-Car building located in St. Paul, Minnesota, was completely destroyed due to fire. On June 3, 2020, investigators with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) examined the scene and determined that the fire was caused by arson and originated from within the structure. ATF investigators were able to identify WHITE and two other individuals captured on surveillance video footage from cameras located inside and outside of the business on the night of the arson. WHITE can be seen outside of the business, knocking on the front window and looking into the front door while the two other individuals are inside the building for several minutes. Shortly after the two individuals exit the building, the front lobby area is filled with smoke and fire can be seen flickering in the reflection of the front window of the building.

The ATF and FBI urge the public to report suspected arson, use of explosive devices, or violent, destructive acts associated with the recent unrest. United States Attorney Erica H. MacDonald today announced a federal criminal complaint against BRANDEN MICHAEL WOLFE, 23, charging him with aiding and abetting arson at the Minneapolis Police Department’s Third Precinct. WOLFE will make his initial appearance on June 9, 2020, at 1 p.m. before Magistrate Judge Hildy Bowbeer in U.S. District Court in St. Paul, Minnesota.

According to the allegations in the complaint, on the night of May 28, 2020, the Minneapolis Police Department’s Third Precinct was overrun and heavily damaged due to vandalism and arson. Investigators identified multiple separate fires had been started in the building. On June 3, 2020, St. Paul police officers responded to a home improvement store in St. Paul after receiving a complaint that an individual, later identified as WOLFE, wearing body armor and a law enforcement duty belt and carrying a baton was trying to get into Menards. According to employees, WOLFE had been employed as a security guard at the store but was fired earlier that day after referring to social media posts about stealing items from the Third Precinct. Officers located WOLFE and took him into custody. At the time of the arrest, WOLFE was wearing multiple items stolen from the Third Precinct, including body armor, a police-issue duty belt with handcuffs, an earphone piece, baton, and knife. WOLFE’s name was handwritten in duct tape on the back of the body armor. Law enforcement later recovered from WOLFE’s apartment additional items belonging to the Minneapolis Police Department, including a riot helmet, 9mm pistol magazine, police radio, and police issue overdose kit.

According to the allegations in the complaint, during a law enforcement interview, WOLFE admitted to being inside the Third Precinct the night of the arson, to taking property from the building, and to pushing a wooden barrel into the fire. WOLFE also identified himself in multiple witness photographs depicting WOLFE in front of the Third Precinct holding a police baton, with smoke and flames visible in the background. In his statement to law enforcement, WOLFE confirmed that he pushed a wooden barrel into the fire, knowing that it would help keep the fire burning. Investigators recovered from the scene charred metal barrel rings.

ATF investigators obtained video surveillance footage from inside the store on the night of the arson. Following ATF’s public request for tips and identifying information, investigators were able to identify DUNN, FREY and BALDUS in the surveillance video footage. FREY can be seen pouring flammable hand sanitizer onto a shelving unit and lighting it on fire. DUNN can be seen standing near the shelving unit holding a bottle of flammable hand sanitizer.

United States Attorney Erica H. MacDonald today announced a federal indictment charging MATTHEW LEE RUPERT, 28, with civil disorder, rioting, and arson. RUPERT, who was initially charged in a federal criminal complaint on June 1, 2020, will be arraigned before a Magistrate Judge in U.S. District Court at a later date. RUPERT has been ordered to remain in detention pending further proceedings.

According to the allegations in the indictment and documents filed in court, on May 28, 2020, RUPERT posted messages on his Facebook account referencing the public protests occurring in the Twin Cities following the death of George Floyd, including one that stated, “I’m going to Minneapolis tomorrow who coming only goons I’m renting hotel rooms.” On May 29, 2020, RUPERT posted a self-recorded cell phone video to his Facebook account indicating that he was in Minneapolis, Minnesota. In the video, RUPERT can be seen passing out explosive devices he possessed, encouraging others to throw his explosives at law enforcement officers, actively damaging property, appearing to light a fire in a building and looting businesses in Minneapolis.

According to the allegations in the indictment and documents filed in court, in the video, RUPERT stated, “They got SWAT trucks up there . . . I’ve got some bombs if some of you all want to throw them back . . . bomb them back . . . here I got some more . . . light it and throw it.” RUPERT makes these statements as he hands out an item with brown casing and a green wick to other individuals. The video also depicts RUPERT asking for lighter fluid before entering a Sprint store, followed by his statement, “I lit it on fire.” RUPERT then goes to a nearby Office Depot and states, “I’m going in to get [expletive].” RUPERT can be seen taking items from the store.

According to the allegations in the indictment and documents filed in court, on May 30, 2020, RUPERT posted messages on his Facebook account stating that he was headed to Chicago, Illinois. Specifically, RUPERT stated, “comr [sic] with bro Chicago let’s go” and “We will be back bro we can loot til 2:30.” In the early morning hours of May 31, 2020, RUPERT posted multiple videos to his Facebook account showing him in and around the Chicago area. RUPERT can be heard saying “let’s start a riot” and “I’m going to start doing some damage.” At approximately 2:21 a.m., Chicago police officers arrested RUPERT and his associates for violating the City of Chicago’s emergency curfew order. Law enforcement officers searched RUPERT’S vehicle and recovered several explosive devices, a hammer, a heavy-duty flashlight, and cash.
