<p><strong>St. Paul Man Sentenced to 100 Months in Prison for Arson and Riot During August 2020 Riots in Downtown Minneapolis</strong></p>
<p>MINNEAPOLIS – A St. Paul man was sentenced to 100 months in prison followed by two years of supervised release for burning, looting, and damaging stores and businesses in downtown Minneapolis on August 26, 2020. Acting U.S. Attorney Charles J. Kovats made the announcement after U.S. District Judge Patrick J. Schiltz sentenced the defendant.</p>
<p>According to the evidence presented at trial, on the evening of August 26, 2020, Victor Devon Edwards, 32, drove to downtown Minneapolis following a city-wide curfew to join a large crowd that had gathered following false rumors regarding police involvement in the death of a man on Nicollet Mall earlier that evening. Over the course of approximately three hours, Edwards engaged in acts of riot, arson, and other property damage and destruction in downtown Minneapolis. Edwards was captured on video surveillance participating in the rioting and looting at Saks Off Fifth and entering other closed stores and businesses that evening, including Caribou Coffee, Target Headquarters, and Brit’s Pub on Nicollet Mall. Edwards was captured on video surveillance helping to break into the Target Headquarters building and adding fuel to a fire set inside the building, which ultimately caused almost a million dollars in damages to Target. Edwards was then captured on video surveillance entering the nearby Brit’s Pub, which, shortly after he went in, became engulfed in flames.</p>
<p>During and after his criminal activity downtown that evening, Edwards bragged about his participation in the rioting and looting. Edwards also took orders from friends for items to loot. The next morning, Edwards took a video of himself flashing a large amount of cash and saying, “On the looting side. . .” He also admitted that he got “MK purses and money” in text messages with his friends.</p>
<p>On August 12, 2021, Edwards was convicted by a federal jury of one count of riot and one count of arson.</p>
<p>This case is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the FBI, the Hennepin County Sheriff’s Office, the Minneapolis Fire Department, and the Minneapolis, Bloomington, and Richfield Police Departments.</p>
<p>This case was prosecuted by Assistant U.S. Attorneys Nathan H. Nelson and Chelsea A. Walcker.</p>
<p>Edwards crime buddies plead guilty in January 2021.  SHADOR TOMMIE CORTEZ JACKSON, sentenced to 33 months in prison followed by two years of supervised release;  and LEROY LEMONTE PERRY WILLIAMS, sentence is unknown. </p>

Wayzata Man Sentenced To Prison For Arson Of Minneapolis Bank</p>
<p>ST. PAUL, Minn. – A Wayzata man was sentenced today to 37 months in prison followed by three years of supervised release for conspiring to commit arson of a Minneapolis bank.</p>
<p>According to court documents, on May 28, 2020, Marc Bell Gonzales, 30, and others intentionally set fire to the Wells Fargo Bank branch building located at 3030 Nicollet Avenue South. Specifically, Gonzales poured gasoline from a red plastic canister onto the Wells Fargo Bank property while the surrounding crowd chanted, “burn it down!” Gonzales admitted that he acted with the intent to accelerate the burning of the Wells Fargo Bank building.</p>
<p>Acting U.S. Attorney W. Anders Folk for the District of Minnesota made the announcement after U.S. District Judge Eric C. Tostrud sentenced the defendant.</p>
<p>This case is the result of an investigation conducted jointly by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Minneapolis Police Department, and the Minnesota State Fire Marshal Division.</p>
<p>Assistant U.S. Attorney Andrew R. Winter prosecuted the case.</p>

<p>St. Paul Man Sentenced To Prison, $12 Million In Restitution For Minneapolis Police Third Precinct Arson</p>
<p>MINNEAPOLIS – A St. Paul man was sentenced today to 36 months in prison for his role in the arsons at the Minneapolis Police Department’s Third Precinct building.</p>
<p>According to court documents, on the night of May 28, 2020, Davon De-Andre Turner, 25, went to the Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct building was torn down. Turner and an individual unknown to him at the time (later identified as co-defendant Bryce Michael Williams) worked together to light an incendiary device which they intended to be used to start or further accelerate a fire. The incendiary device was taken into the Third Precinct headquarters by Turner and was used to start a fire.</p>
<p>“Mr. Turner’s actions on the night of May 28, 2020 contributed to the near total destruction of the Minneapolis Police Department’s Third Precinct building,” said Acting U.S. Attorney Anders Folk. “Those actions were dangerous to community, to law enforcement, and to the many peaceful protestors exercising their first amendment rights. Today’s sentence underscores the seriousness of those actions.”</p>
<p>“ATF is committed to investigating the civil unrest arsons of 2020 that occurred throughout the Twin Cities,” said Special Agent in Charge Terry Henderson, of the ATF St. Paul Field Division. “Arson, being inherently violent, is a serious crime that puts our community members and first responders at risk, and it cannot be tolerated.”</p>
<p>“Today’s sentencing sends a clear message—when you are intent on conducting a violent act that breaks federal law, the FBI and our law enforcement partners will move with speed to hold you accountable,” said Michael Paul, special agent in charge of the FBI’s Minneapolis field office. “That behavior puts our entire community in danger, and we simply will not let it go unaddressed.”</p>
<p>On January 22, 2021, Turner pleaded guilty to one count of conspiracy to commit arson. As part of his sentencing, Turner was ordered to serve two years of supervised release and pay $12 million in restitution.</p>
<p>Co-conspirator Dylan Shakespeare Robinson, 23, was sentenced on April 28, 2021, to 48 months in prison. Co-conspirator Branden Michael Wolfe, 23, was sentenced on May 4, 2021, to 41 months in prison. Both Robinson and Wolfe, who had each previously pleaded guilty to one count of conspiracy to commit arson, were also ordered to serve two years of supervised release and pay $12 million in restitution for their roles in the conspiracy. Co-conspirator Bryce Michael Williams is currently scheduled to be sentenced on June 7, 2021 before District Court Judge Patrick J. Schiltz. Williams plead guilty to one count of conspiracy to commit arson on November 11, 2020.</p>
<p>This case was the result of an investigation conducted jointly by the ATF, the FBI, the Minneapolis Police Department, and the Minnesota State Fire Marshal Division.</p>

<p>St. Paul Man Sentenced To Prison, $12 Million In Restitution For Minneapolis Police Third Precinct Arson</p>
<p>MINNEAPOLIS – A St. Paul man was sentenced yesterday to 41 months in prison for his role in the arsons at the Minneapolis Police Department’s Third Precinct building.</p>
<p>According to court documents, on the night of May 28, 2020, Branden Michael Wolfe, 23, went to the Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct was torn down. Wolfe pushed a barrel into a fire located in the entrance of the Third Precinct headquarters, which had been set by other unidentified co-conspirators, with the intent to accelerate the existing fire. Wolfe also entered the Third Precinct building and stole several items, including a police vest, duty belt, handcuffs, earpiece, baton, knife, riot helmet, pistol magazine, police radio, police overdose kit, uniform name plates, and ammunition. Wolfe was arrested on June 3, 2020, wearing the police vest, the duty belt and carrying the tactical baton.</p>
<p>“Mr. Wolfe furthered the destruction that took place in Minneapolis last summer by literally adding fuel to the fire. In addition to the arson, Mr. Wolfe stole body armor, weapons, and ammunition belonging to the Minneapolis Police Department,” said Acting U.S. Attorney Anders Folk. “This sentence underscores the seriousness of Mr. Wolfe’s actions and holds him to account.”</p>

<p>“The FBI’s mission is to uphold the Constitution, which includes freedom of speech and the right to assemble,” said Michael Paul, special agent in charge of the FBI’s Minneapolis field office. “Branden Wolfe crossed the line and engaged in criminal activity during the evening the Third Precinct building was burned down last May. People who choose to engage in violent activity during protests may believe they are anonymous, but they are mistaken and will be held accountable for their crimes.”</p>
<p>On December 21, 2020, Wolfe pleaded guilty to one count of conspiracy to commit arson. As part of his sentencing, Wolfe was ordered to serve two years of supervised release and pay $12 million in restitution.</p>
<p>Co-conspirators Bryce Michael Williams, 27, and Davon De-Andre Turner, 25, have all pleaded guilty to one count each of conspiracy to commit arson for their roles in the arson at the Third Precinct building. They will be sentenced at a later date.</p>

<p>Self-Described Member Of “Boogaloo Bois” Charged With Riot</p>
<p>United States Attorney Erica H. MacDonald today announced a federal criminal complaint against IVAN HARRISON HUNTER, 26, charging him with participating in a riot. HUNTER, who was arrested on October 21, 2020, in San Antonio, Texas, made his initial appearance yesterday before Magistrate Judge Henry Bemporad in U.S. District Court in San Antonio, Texas.</p>
<p>According to the allegations in the criminal complaint and law enforcement affidavit, in late May of 2020, the FBI initiated an investigation into members of the “Boogaloo Bois” based on information that members were discussing committing crimes of violence and were maintaining an armed presence on the streets of Minneapolis during civil unrest following the death of George Floyd. The Boogaloo Bois are a loosely-connected group of individuals who espouse violent anti-government sentiments. The term “Boogaloo” itself references an impending second civil war in the United States and is associated with violent uprisings against the government.</p>
<p>According to the allegations in the criminal complaint and law enforcement affidavit, between May 27 and May 28, 2020, HUNTER, who claims to be a member of the Boogaloo Bois, traveled in interstate commerce from Texas to Minneapolis, Minnesota, with the intent to participate in a riot. Federal agents reviewed a video taken on the night of May 28, 2020, that shows an individual, later identified as HUNTER, discharged 13 rounds from an AK-47 style semiautomatic rifle into the Minneapolis Police Department’s Third Precinct building. At the time of the shooting there were other individuals believed to be looters still inside the building. Law enforcement recovered from the scene discharged rifle casings consistent with an AK-47 style firearm.</p>
<p>According to the allegations in the criminal complaint and law enforcement affidavit, upon returning to Texas, HUNTER made various statements on social media describing the violence in which he engaged in Minneapolis. On June 3, 2020, officers with the Austin Police Department conducted a traffic stop on a pick-up truck for numerous traffic violations. HUNTER was one of three occupants in the vehicle. HUNTER, the front seat passenger, had six loaded magazines for an AK-47 style assault rifle affixed to a tactical vest he was wearing. Officers found three semi-automatic rifles on the rear seat of the vehicle, one loaded pistol in plain view next to the driver’s seat, and another loaded pistol in the center console. Several days after the traffic stop, federal agents became aware of HUNTER’s online affiliation with Boogaloo Bois member Steven Carrillo, [link to <a href="https://www.justice.gov/usao-ndca/pr/two-defendants-charged-murder-and-aiding-and-abetting-slaying-federal-protective" target="_blank" rel="noopener noreferrer">Carrillo charges</a> on USAO-NDCA] who has been charged in the Northern District of California with the May 29, 2020, murder of a Federal Protective Service Officer in Oakland, California.</p>
<p>This case is the result of an investigation conducted by the FBI’s Joint Terrorism Task Force, with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).</p>
<p><strong>This case is being prosecuted by Assistant U.S. Attorney Andrew R. Winter, and Trial Attorneys George Kraehe and Phil Viti of the National Security Division&#8217;s Counterterrorism Section.</strong></p>
<p>This case falls within the purview of the Attorney General’s Task Force to Combat Violent Anti-Government Extremism. Launched in June 2020, the Task Force is dedicated to supporting the investigation and prosecution of any person or group who commits violence in the name of an anti-government ideology.</p>
<p>The charges contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.</p>

<p>Two Self-Described “Boogaloo Bois” Charged With Attempting To Provide Material Support To Hamas</p>
<p>The Justice Department today announced a federal criminal complaint charging Michael Robert Solomon, 30, and Benjamin Ryan Teeter, 22, with conspiring and attempting to provide material support to a designated foreign terrorist organization (Hamas).</p>
<p>SOLOMON and TEETER, who were taken into custody yesterday evening, made their initial appearances earlier today before Magistrate Judge Tony N. Leung in U.S. District Court in Minneapolis, Minnesota. The defendants were ordered to remain in custody pending a formal detention hearing, which is scheduled for Wednesday, September 9, 2020.</p>
<p>“This case can only be understood as a disturbing example of the old adage, ‘The enemy of your enemy is your friend,’” said Assistant Attorney General John C Demers. “As alleged in the complaint, these defendants sought to use violence against the police, other government officials and government property as part of their desire to overthrow the government. While planning these activities, the defendants met individuals whom they believed to be members of the foreign terrorist group Hamas. Thinking that they shared the same desire to harm the United States, they sought to join forces and provide support, including in the form of weapons accessories, to Hamas. They failed. No matter what witch’s brew of ideological motivations inspire those who seek to engage in terrorist activity and harm our country and our fellow citizens, the National Security Division is committed to identifying and holding them accountable. I want to thank the agents, analysts, and prosecutors who are responsible for this case and ensuring that these defendants could not carry out their deadly plans.”</p>
<p>“Michael Solomon and Benjamin Teeter proclaim themselves to be members of the Boogaloo Bois, a group that espouses a violent ideology and an objective to overthrow the government. The defendants believed their anti-U.S. government views aligned with those of Hamas, a foreign terrorist organization, and actively developed plans to carry out violence in Minnesota and elsewhere,” said United States Attorney Erica H. MacDonald. “Whenever extremist ideologies, regardless of their roots, move into the realm of violence, the FBI and its Joint Terrorism Task Force stands at the ready to prevent potentially deadly and destructive plots.”</p>
<p>“The FBI is committed to stopping acts of violence against law enforcement officers or anyone else in our communities. According to the criminal complaint, the defendants in this case were willing to work with Hamas, a foreign terrorist organization, in order to get money for potential acts of violence here in the U.S.,” said Jill Sanborn, Assistant Director of the FBI&#8217;s Counterterrorism Division. &#8220;The FBI&#8217;s Minneapolis Field Office demonstrated that we will continue working with our law enforcement partners to detect and stop such activity and protect public safety.”</p>
<p>According to the allegations in the criminal complaint and law enforcement affidavit, in late May of 2020, the FBI initiated an investigation into SOLOMON and TEETER, two members of the “Boogaloo Bois,” and a sub-group called the “Boojahideen.” The Boogaloo Bois are a loosely- connected group of individuals who espouse violent anti-government sentiments. The term “Boogaloo” itself references an impending second civil war in the United States and is associated with violent uprisings against the government.</p>
<p>According to the allegations in the criminal complaint and law enforcement affidavit, during the civil unrest in the Twin Cities following the death of George Floyd, according to a witness, SOLOMON was openly carrying a firearm in a residential neighborhood in Minneapolis. SOLOMON and TEETER interacted with the witness over the course of several days. The witness told FBI agents that SOLOMON and TEETER possessed firearms and substantial quantities of ammunition and that SOLOMON, TEETER, and other members of the Boogaloo Bois and Boojahideen discussed committing acts of violence against police officers and other targets in furtherance of the Boojahideen’s stated goal of overthrowing the government and replacing its police forces.</p>
<p>According to the allegations in the criminal complaint and law enforcement affidavit, in early June, the FBI received information about SOLOMON, TEETER, and other members of the Boogaloo Bois and the Boojahideen through a confidential human source (“CHS”), whom the defendants believed to be a member of Hamas. In audio-recorded conversations, SOLOMON and TEETER expressed that Hamas shares anti-U.S. government views that align with their own views. SOLOMON and TEETER also expressed their desire to employ themselves as “mercenaries” for Hamas as a means to generate cash for the Boogaloo Bois/Boojahideen movement, including funding for recruitment and purchasing land for a training compound.</p>
<p>According to the allegations in the criminal complaint and law enforcement affidavit, SOLOMON and TEETER shared with the CHS, and another individual whom they believed to be a more senior member of Hamas (and who was actually an undercover employee of the FBI), their ideas about destroying government monuments, raiding the headquarters of a white supremacist organization in North Carolina, and targeting politicians and members of the media.</p>
<p>According to the allegations in the criminal complaint and law enforcement affidavit, SOLOMON and TEETER also expressed their ability to manufacture unmarked parts for guns and create unregistered and untraceable weapons, including suppressors. On July 30, SOLOMON and TEETER delivered to the individual they believed to be a senior member of Hamas five suppressors and expressed their desire to manufacture additional suppressors and fully-automatic weapons for Hamas. SOLOMON and TEETER later negotiated with the individual a price of $1,800 for five additional suppressors. SOLOMON and TEETER also delivered to the individual a “drop in auto sear” (“DIAS”), a part designed and intended for use in converting a weapon to shoot automatically. SOLOMON and TEETER believed the suppressors and the DIAS would be used by Hamas overseas to attack Israeli and U.S soldiers.</p>
<p>This case is the result of an investigation conducted by the FBI’s Joint Terrorism Task Force, with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).</p>
<p>This case is being prosecuted by Assistant U.S. Attorney Andrew R. Winter, and Trial Attorneys George Kraehe and Phil Viti of the National Security Division&#8217;s Counterterrorism Section.</p>
<p>This case falls with the purview of the Attorney General’s Task Force to Combat Violent Anti-Government Extremism. Launched in June 2020, the Task Force is dedicated to supporting the investigation and prosecution of any person or group who commits violence in the name of an anarchist ideology.</p>
<p>The charges contained in the complaint are merely accusations, and the defendants are presumed innocent unless and until proven guilty.</p>

<p>ST. PAUL, Minn. — The National Response Team of the Bureau of Alcohol, Tobacco, Firearms and Explosives, along with the St. Paul Fire Department, St. Paul Police Department, and Minnesota State Fire Marshal Division, are seeking persons of interest who could advance the arson investigations into several St. Paul businesses that were set ablaze last week.</p>
<p>“The individuals we are seeking to identify may have important information that could significantly aid in solving some of these arson cases,” said Assistant Special Agent in Charge Jon Ortiz, of the ATF St. Paul Field Division. “Members of our communities have been a critical part of this investigation through their information sharing, and we appreciate their continued support in helping us locate these individuals.”</p>
<p>In addition to identifying persons of interest, investigators are also looking to the public for photos or videos from the nights of unrest in St. Paul or Minneapolis. They are specifically looking for photos or videos of people starting fires or adding additional material or accelerants to any of the business property fires in St. Paul or Minneapolis. More photos of other people of interest are expected in the next few days.</p>
<p>Anyone with information on the whereabouts of these individuals is asked to contact ATF. Call 1-888-ATF-TIPS (1-888-283-8477), email <a class="mailto" href="mailto:ATFTips@atf.gov">ATFTips@atf.gov</a> or submit information anonymously via <a class="ext extlink" href="http://www.reportit.com/">www.ReportIt.com</a>or the Report It mobile app, available on Google Play or Apple Apps Store. When using Report It, select “ATF &#8211; St Paul Field Division” as the reporting agency. Provide as much information as you can relating to the identities and whereabouts of these individuals or upload any videos or photos that may aid in an investigation.</p>
<p>ATF is working closely with the FBI to investigate crimes related to the recent unrest. It is not necessary to resubmit imagery to ATF that has previously been submitted to the FBI. Going forward, however, any video or photos the public is willing to share specifically related to business fires in the Twin Cities should be sent to ATF via the Report It platform.</p>
<p>The FBI continues to seek the public’s help in gathering information regarding violations of federal law related to the recent unrest in the Twin Cities. In addition to fires, the FBI is looking for people who may have incited or promoted violence of any kind. The FBI asks for cooperation from all witnesses who believe they have relevant digital material or tips by calling 1-800-CALLFBI (800-225-5342) or providing still pictures or videos at: <a href="https://www.fbi.gov/violence">fbi.gov/violence</a>.</p>
<p>This is the third ATF National Response Team activation to the State of Minnesota this year. The concurrent activation in Minneapolis is the fourth. The team responded to the Press Bar and Parlor fire in St. Cloud in January and a behavioral health clinic in Grand Rapids in February. Prior to that, the NRT had not been in Minnesota since 2004. This is the 12th NRT activation nationally this fiscal year and the 859th activation since the inception of the NRT in 1978.</p>
<p>ATF developed the NRT to bring its expertise to local, state and federal investigators in meeting the challenges faced at the scenes of significant explosions or fire incidents at no cost to the state or locals. The NRT can respond within 24 hours to assist state and local law enforcement/fire service personnel in large-scale fire investigations.</p>
