Rochester Man Sentenced to 6.5 Years in Prison for Arson of Multiple Buildings in St. Paul

MINNEAPOLIS – A Rochester man who fled to Mexico to evade apprehension, and was later located and returned by Mexican authorities, was sentenced to 78 months in prison followed by three years of supervised release and ordered to pay $39,028 in restitution for the arson of two retail stores and a school during the summer of 2020, announced United States Attorney Andrew M. Luger.

According to court documents, on May 28, 2020, Jose Angel Felan, Jr., 36, set fire to the Goodwill retail store, the Gordon Parks High School, and the 7 Mile Sportswear store, all of which were located on University Avenue in St. Paul. Following the arsons, Felan and his wife and co-defendant Mena Dhaya Yousif, 23, fled the state. Felan and Yousif traveled by car from Rochester, Minnesota, to Texas, where Felan had family. Ultimately, Felan and Yousif fled the United States and escaped to Mexico. On February 15, 2021, following an anonymous tip, Felan and Yousif were located and detained by Mexican immigration authorities and returned to the United States.

Felan was sentenced today in U.S. District Court before Senior Judge David S. Doty. On February 24, 2022, he pleaded guilty to one count of arson.

This case was the result of an investigation conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the FBI, the St. Paul Police Department, the Rochester Police Department, the St. Paul Fire Department, and the Minnesota State Fire Marshal Division. The fugitive apprehension efforts were led by the U.S. Marshals Service.

Assistant U.S. Attorneys Melinda A. Williams and Emily A. Polachek prosecuted the case.

FOR IMMEDIATE RELEASE
Friday, January 14, 2022

Rochester Man Sentenced to 10 Years in Prison for Arson of Minneapolis Pawn Shop that Resulted in the Death of a Man

ST. PAUL, Minn. – A Rochester man was sentenced to 120 months in prison followed by three years of supervised release for the arson of a Minneapolis pawn shop that resulted in the death of a man. Acting U.S. Attorney Charles J. Kovats made the announcement after U.S. District Judge Wilhelmina M. Wright sentenced the defendant.

According to court documents, on May 28, 2020, Montez Terriel Lee, 26, along with others, broke into the Max It Pawn Shop on East Lake Street in Minneapolis. Surveillance video footage showed Lee pouring a fire accelerant around the pawn shop and lighting the accelerant on fire. The fire destroyed the building. A second video showed Lee standing in front of the burning pawn shop and Lee could be heard saying, “[expletive] this place. We’re gonna burn this [expletive] down.”

According to court documents, on July 20, 2020, authorities located the body of a 30 year old man, O.S., in the rubble of the burned Max It Pawn building. The Hennepin County Medical Examiner’s Office attributed O.S.’s death to “probable inhalation of products of combustion and thermal injury (building fire).”

This case was the result of an investigation conducted jointly by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the FBI, the Minneapolis Police Department, the Rochester Police Department, and the Minnesota State Fire Marshal Division.

St. Paul Man Sentenced to 100 Months in Prison for Arson and Riot During August 2020 Riots in Downtown Minneapolis

MINNEAPOLIS – A St. Paul man was sentenced to 100 months in prison followed by two years of supervised release for burning, looting, and damaging stores and businesses in downtown Minneapolis on August 26, 2020. Acting U.S. Attorney Charles J. Kovats made the announcement after U.S. District Judge Patrick J. Schiltz sentenced the defendant.

According to the evidence presented at trial, on the evening of August 26, 2020, Victor Devon Edwards, 32, drove to downtown Minneapolis following a city-wide curfew to join a large crowd that had gathered following false rumors regarding police involvement in the death of a man on Nicollet Mall earlier that evening. Over the course of approximately three hours, Edwards engaged in acts of riot, arson, and other property damage and destruction in downtown Minneapolis. Edwards was captured on video surveillance participating in the rioting and looting at Saks Off Fifth and entering other closed stores and businesses that evening, including Caribou Coffee, Target Headquarters, and Brit’s Pub on Nicollet Mall. Edwards was captured on video surveillance helping to break into the Target Headquarters building and adding fuel to a fire set inside the building, which ultimately caused almost a million dollars in damages to Target. Edwards was then captured on video surveillance entering the nearby Brit’s Pub, which, shortly after he went in, became engulfed in flames.

During and after his criminal activity downtown that evening, Edwards bragged about his participation in the rioting and looting. Edwards also took orders from friends for items to loot. The next morning, Edwards took a video of himself flashing a large amount of cash and saying, “On the looting side. . .” He also admitted that he got “MK purses and money” in text messages with his friends.

On August 12, 2021, Edwards was convicted by a federal jury of one count of riot and one count of arson.

This case is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the FBI, the Hennepin County Sheriff’s Office, the Minneapolis Fire Department, and the Minneapolis, Bloomington, and Richfield Police Departments.

This case was prosecuted by Assistant U.S. Attorneys Nathan H. Nelson and Chelsea A. Walcker.

Edwards crime buddies plead guilty in January 2021. SHADOR TOMMIE CORTEZ JACKSON, sentenced to 33 months in prison followed by two years of supervised release; and LEROY LEMONTE PERRY WILLIAMS, sentence is unknown.

FOR IMMEDIATE RELEASE. Monday, June 7, 2021
Staples Man Sentenced To Prison, $12 Million In Restitution For Minneapolis Police Third Precinct Arson

MINNEAPOLIS – A Staples man was sentenced today to 27 months in prison for his role in the arsons at the Minneapolis Police Department’s Third Precinct building.

According to court documents, on the night of May 28, 2020, Bryce Michael Williams, 27, went to the Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct building was torn down. Williams, along with other co-conspirators, breached the fence and entered the Third Precinct building. Surveillance video footage from the Third Precinct showed Williams standing near the entrance of the Third Precinct holding a Molotov cocktail while a co-conspirator (later identified as Davon De-Andre Turner) lit the wick. The Molotov cocktail was taken into the Third Precinct by Turner and was used to start a fire. Williams later threw a box on an existing fire located just outside the Third Precinct entrance.

“All four defendants charged in federal court have now been sentenced for their individual roles in the burning and near total destruction of the Minneapolis Police Department’s Third Precinct building,” said Acting U.S. Attorney W. Anders Folk. “Mr. Williams and his co-defendants have been held accountable for their dangerous and destructive actions. I thank our federal, state, and local partners who pursued justice in these cases.”

On November 19, 2020, Williams pleaded guilty to one count of conspiracy to commit arson. As part of his sentencing, Williams was ordered to serve two years of supervised release and pay $12 million in restitution.

This case was the result of an investigation conducted jointly by the ATF, the FBI, the Minneapolis Police Department, and the Minnesota State Fire Marshal Division.

This case was prosecuted by Assistant U.S. Attorneys Harry M. Jacobs and David P. Steinkamp.

Richfield Man Sentenced To Prison For Arson Of Target Corporation Headquarters

ST. PAUL, Minn. – A Richfield man was sentenced today to 33 months in prison followed by two years of supervised release for conspiring to commit arson of the Target Corporation’s headquarters building.

According to court documents, on Wednesday, August 26, 2020, Minneapolis experienced arson, rioting, and looting in response to false rumors regarding police involvement in the death of a murder suspect. After law enforcement released video footage demonstrating that the rumor was clearly false, Shador Tommie Cortez Jackson, 24, gathered with other rioters downtown. Jackson joined a crowd outside Target Corporation’s corporate headquarters building located at 1000 Nicollet Mall (“Target Headquarters”). Jackson used a construction sign to break through the glass doors into the building. After breaching the doors and entering the building, Jackson intentionally set a fire on a counter inside the mailroom. Jackson also attempted to light a second fire in the mailroom on top of cardboard boxes using a lighter and a bottle of ignitable liquid.

Acting U.S. Attorney W. Anders Folk for the District of Minnesota made the announcement after U.S. District Judge Patrick J. Schiltz sentenced the defendant.

This case is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the Minneapolis Fire Department, and the Minneapolis, Bloomington, and Richfield Police Departments.

Assistant U.S. Attorneys Chelsea A. Walcker, Alexander D. Chiquoine, and Joseph S. Teirab prosecuted the case.

Richfield Man Charged With Arson Of Target Headquarters

United States Attorney Erica H. MacDonald today announced a criminal complaint charging SHADOR TOMMIE CORTEZ JACKSON, 24, with arson. JACKSON was arrested yesterday and made his initial appearance this afternoon before Magistrate Judge Tony N. Leung in U.S. District Court in Minneapolis, Minnesota. JACKSON was detained pending a formal detention and preliminary hearing scheduled for September 16, 2020, at 10:30 am before Magistrate Judge Elizabeth Cowan Wright.

According to the criminal complaint and documents filed with the court, on Wednesday, August 26, 2020, Minneapolis experienced arson, rioting, and looting, following the suicide of a suspect in a homicide, and in response to false rumors surrounding the man’s death. At approximately 10:55 p.m., Target surveillance video showed a man, later identified as JACKSON by law enforcement, use a “Sidewalk Closed” construction sign to break through one of the glass doors into the Target Headquarters building, located at 1000 Nicollet Mall. Target surveillance video, taken from inside the store, then showed JACKSON igniting a fire on a desktop inside the mailroom. JACKSON poured liquid from a bottle prior to or immediately after starting the fire. Surveillance video then showed JACKSON run out of the building. Later that night, JACKSON was stopped by the Richfield Police and found in possession of stolen items of merchandise.

This case is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the Minneapolis Fire Department, and the Minneapolis, Bloomington, and Richfield Police Departments.

This case is being prosecuted by Assistant United States Attorneys John Docherty and Chelsea Walcker.

FOR IMMEDIATE RELEASE Thursday, May 13, 2021

St. Paul Man Sentenced To Prison, $12 Million In Restitution For Minneapolis Police Third Precinct Arson

MINNEAPOLIS – A St. Paul man was sentenced today to 36 months in prison for his role in the arsons at the Minneapolis Police Department’s Third Precinct building.

According to court documents, on the night of May 28, 2020, Davon De-Andre Turner, 25, went to the Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct building was torn down. Turner and an individual unknown to him at the time (later identified as co-defendant Bryce Michael Williams) worked together to light an incendiary device which they intended to be used to start or further accelerate a fire. The incendiary device was taken into the Third Precinct headquarters by Turner and was used to start a fire.

“Mr. Turner’s actions on the night of May 28, 2020 contributed to the near total destruction of the Minneapolis Police Department’s Third Precinct building,” said Acting U.S. Attorney Anders Folk. “Those actions were dangerous to community, to law enforcement, and to the many peaceful protestors exercising their first amendment rights. Today’s sentence underscores the seriousness of those actions.”

“ATF is committed to investigating the civil unrest arsons of 2020 that occurred throughout the Twin Cities,” said Special Agent in Charge Terry Henderson, of the ATF St. Paul Field Division. “Arson, being inherently violent, is a serious crime that puts our community members and first responders at risk, and it cannot be tolerated.”

“Today’s sentencing sends a clear message—when you are intent on conducting a violent act that breaks federal law, the FBI and our law enforcement partners will move with speed to hold you accountable,” said Michael Paul, special agent in charge of the FBI’s Minneapolis field office. “That behavior puts our entire community in danger, and we simply will not let it go unaddressed.”

On January 22, 2021, Turner pleaded guilty to one count of conspiracy to commit arson. As part of his sentencing, Turner was ordered to serve two years of supervised release and pay $12 million in restitution.

Co-conspirator Dylan Shakespeare Robinson, 23, was sentenced on April 28, 2021, to 48 months in prison. Co-conspirator Branden Michael Wolfe, 23, was sentenced on May 4, 2021, to 41 months in prison. Both Robinson and Wolfe, who had each previously pleaded guilty to one count of conspiracy to commit arson, were also ordered to serve two years of supervised release and pay $12 million in restitution for their roles in the conspiracy. Co-conspirator Bryce Michael Williams is currently scheduled to be sentenced on June 7, 2021 before District Court Judge Patrick J. Schiltz. Williams plead guilty to one count of conspiracy to commit arson on November 11, 2020.

This case was the result of an investigation conducted jointly by the ATF, the FBI, the Minneapolis Police Department, and the Minnesota State Fire Marshal Division.

This case is being prosecuted by Assistant U.S. Attorneys Harry M. Jacobs and David P. Steinkamp.

St. Paul Man Sentenced To Prison, $12 Million In Restitution For Minneapolis Police Third Precinct Arson

MINNEAPOLIS – A St. Paul man was sentenced yesterday to 41 months in prison for his role in the arsons at the Minneapolis Police Department’s Third Precinct building.

According to court documents, on the night of May 28, 2020, Branden Michael Wolfe, 23, went to the Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct was torn down. Wolfe pushed a barrel into a fire located in the entrance of the Third Precinct headquarters, which had been set by other unidentified co-conspirators, with the intent to accelerate the existing fire. Wolfe also entered the Third Precinct building and stole several items, including a police vest, duty belt, handcuffs, earpiece, baton, knife, riot helmet, pistol magazine, police radio, police overdose kit, uniform name plates, and ammunition. Wolfe was arrested on June 3, 2020, wearing the police vest, the duty belt and carrying the tactical baton.

“Mr. Wolfe furthered the destruction that took place in Minneapolis last summer by literally adding fuel to the fire. In addition to the arson, Mr. Wolfe stole body armor, weapons, and ammunition belonging to the Minneapolis Police Department,” said Acting U.S. Attorney Anders Folk. “This sentence underscores the seriousness of Mr. Wolfe’s actions and holds him to account.”

“The FBI’s mission is to uphold the Constitution, which includes freedom of speech and the right to assemble,” said Michael Paul, special agent in charge of the FBI’s Minneapolis field office. “Branden Wolfe crossed the line and engaged in criminal activity during the evening the Third Precinct building was burned down last May. People who choose to engage in violent activity during protests may believe they are anonymous, but they are mistaken and will be held accountable for their crimes.”

On December 21, 2020, Wolfe pleaded guilty to one count of conspiracy to commit arson. As part of his sentencing, Wolfe was ordered to serve two years of supervised release and pay $12 million in restitution.

Co-conspirators Bryce Michael Williams, 27, and Davon De-Andre Turner, 25, have all pleaded guilty to one count each of conspiracy to commit arson for their roles in the arson at the Third Precinct building. They will be sentenced at a later date.

This case was the result of an investigation conducted jointly by the ATF, the FBI, the Minneapolis Police Department, and the Minnesota State Fire Marshal Division.

Brainerd Man Sentenced To Prison, $12 Million In Restitution For Minneapolis Police Third Precinct Arson

MINNEAPOLIS – A Brainerd man was sentenced today to 48 months in prison for his role in the arsons at the Minneapolis Police Department’s Third Precinct building.

According to court documents, on the night of May 28, 2020, Dylan Shakespeare Robinson, 23, went to the Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct was torn down. Robinson, along with other co-conspirators, breached the fence and entered the building. Robinson, assisted by an unidentified co-conspirator, lit an object held by the unidentified co-conspirator who threw it toward the Third Precinct building with the intent that it would start a fire or fuel an existing fire.

“On the night of May 28, 2020, Mr. Robinson chose to depart from lawful protest and instead engaged in violence and destruction. The arson at the Minneapolis Police Department’s Third Precinct put lives at risk and contributed to widespread lawlessness in Minneapolis,” said Acting U.S. Attorney Anders Folk. “With today’s sentence, Mr. Robinson is held accountable for his actions.”

“ATF is committed to investigating the civil unrest arsons of 2020 that occurred throughout the Twin Cities,” said Assistant Special Agent in Charge Jeff Reed, of the ATF St. Paul Field Division. “Arson, being inherently violent, is a serious crime that put many of our community members at risk, and it cannot be tolerated.”

“The danger posed by the defendant in this case was very real,” said Michael Paul, special agent in charge of the FBI’s Minneapolis field office. “Today’s sentencing sends a clear message—regardless of motivation, when someone is intent on conducting a violent act that breaks federal law, the FBI and our law enforcement partners will move assertively to hold them accountable. This type of behavior puts public servants and our entire community in danger, and we simply will not let it go unaddressed.”

On December 15, 2020, Robinson pleaded guilty to one count of conspiracy to commit arson. As part of his sentencing today, Robinson was ordered to serve two years of supervised release and pay $12 million in restitution.

United States Attorney Erica H. MacDonald today announced a federal indictment charging SHADOR TOMMIE CORTEZ JACKSON, 24, VICTOR DEVON EDWARDS, 31, and LEROY LEMONTE PERRY WILLIAMS, 34, each with one count of conspiracy to commit arson of the Target Corporation’s corporate headquarters building located at 1000 Nicollet Mall, Minneapolis, Minnesota. JACKSON, EDWARDS, AND WILLIAMS were previously charged via federal complaint with arson. Formal detention and arraignment hearings will be scheduled at a later date.

According to allegations in the federal indictment and documents filed with the court, on Wednesday, August 26, 2020, Minneapolis experienced arson, rioting, and looting following the suicide of a suspect in a homicide, and in response to false rumors surrounding the man’s death. JACKSON, EDWARDS, and WILLIAMS went to the Target Corporation’s corporate headquarters building (“Target Corporation building”) where dozens of other people had gathered. JACKSON used a construction sign to break through one of the glass doors into the Target Corporation building. JACKSON, EDWARDS, and WILLIAMS, along with unidentified others, breached the doors and entered the Target Corporation building. Once inside, JACKSON intentionally set a fire on a counter inside the mailroom while EDWARDS stood nearby. EDWARDS later added a liquid accelerant to the fire located on the mailroom counter with the intent to fuel the existing fire. JACKSON attempted to light a second fire in the mailroom on top of cardboard boxes using a lighter and a bottle of ignitable liquid. JACKSON, EDWARDS, and WILLIAMS, along with unidentified others then ran out of the building together using the same door. WILLIAMS subsequently re-entered the building and attempted to light a fire inside the building entrance before leaving the scene.

This case is the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), the Minneapolis Fire Department, and the Minneapolis, Bloomington, and Richfield Police Departments.

This case is being prosecuted by Assistant United States Attorney Chelsea A. Walcker.

Self-Described Member Of “Boogaloo Bois” Charged With Riot

United States Attorney Erica H. MacDonald today announced a federal criminal complaint against IVAN HARRISON HUNTER, 26, charging him with participating in a riot. HUNTER, who was arrested on October 21, 2020, in San Antonio, Texas, made his initial appearance yesterday before Magistrate Judge Henry Bemporad in U.S. District Court in San Antonio, Texas.

According to the allegations in the criminal complaint and law enforcement affidavit, in late May of 2020, the FBI initiated an investigation into members of the “Boogaloo Bois” based on information that members were discussing committing crimes of violence and were maintaining an armed presence on the streets of Minneapolis during civil unrest following the death of George Floyd. The Boogaloo Bois are a loosely-connected group of individuals who espouse violent anti-government sentiments. The term “Boogaloo” itself references an impending second civil war in the United States and is associated with violent uprisings against the government.

According to the allegations in the criminal complaint and law enforcement affidavit, between May 27 and May 28, 2020, HUNTER, who claims to be a member of the Boogaloo Bois, traveled in interstate commerce from Texas to Minneapolis, Minnesota, with the intent to participate in a riot. Federal agents reviewed a video taken on the night of May 28, 2020, that shows an individual, later identified as HUNTER, discharged 13 rounds from an AK-47 style semiautomatic rifle into the Minneapolis Police Department’s Third Precinct building. At the time of the shooting there were other individuals believed to be looters still inside the building. Law enforcement recovered from the scene discharged rifle casings consistent with an AK-47 style firearm.

According to the allegations in the criminal complaint and law enforcement affidavit, upon returning to Texas, HUNTER made various statements on social media describing the violence in which he engaged in Minneapolis. On June 3, 2020, officers with the Austin Police Department conducted a traffic stop on a pick-up truck for numerous traffic violations. HUNTER was one of three occupants in the vehicle. HUNTER, the front seat passenger, had six loaded magazines for an AK-47 style assault rifle affixed to a tactical vest he was wearing. Officers found three semi-automatic rifles on the rear seat of the vehicle, one loaded pistol in plain view next to the driver’s seat, and another loaded pistol in the center console. Several days after the traffic stop, federal agents became aware of HUNTER’s online affiliation with Boogaloo Bois member Steven Carrillo, [link to Carrillo charges on USAO-NDCA] who has been charged in the Northern District of California with the May 29, 2020, murder of a Federal Protective Service Officer in Oakland, California.

This case is the result of an investigation conducted by the FBI’s Joint Terrorism Task Force, with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

This case is being prosecuted by Assistant U.S. Attorney Andrew R. Winter, and Trial Attorneys George Kraehe and Phil Viti of the National Security Division’s Counterterrorism Section.

This case falls within the purview of the Attorney General’s Task Force to Combat Violent Anti-Government Extremism. Launched in June 2020, the Task Force is dedicated to supporting the investigation and prosecution of any person or group who commits violence in the name of an anti-government ideology.

The charges contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

Two Self-Described “Boogaloo Bois” Charged With Attempting To Provide Material Support To Hamas

The Justice Department today announced a federal criminal complaint charging Michael Robert Solomon, 30, and Benjamin Ryan Teeter, 22, with conspiring and attempting to provide material support to a designated foreign terrorist organization (Hamas).

SOLOMON and TEETER, who were taken into custody yesterday evening, made their initial appearances earlier today before Magistrate Judge Tony N. Leung in U.S. District Court in Minneapolis, Minnesota. The defendants were ordered to remain in custody pending a formal detention hearing, which is scheduled for Wednesday, September 9, 2020.

“This case can only be understood as a disturbing example of the old adage, ‘The enemy of your enemy is your friend,’” said Assistant Attorney General John C Demers. “As alleged in the complaint, these defendants sought to use violence against the police, other government officials and government property as part of their desire to overthrow the government. While planning these activities, the defendants met individuals whom they believed to be members of the foreign terrorist group Hamas. Thinking that they shared the same desire to harm the United States, they sought to join forces and provide support, including in the form of weapons accessories, to Hamas. They failed. No matter what witch’s brew of ideological motivations inspire those who seek to engage in terrorist activity and harm our country and our fellow citizens, the National Security Division is committed to identifying and holding them accountable. I want to thank the agents, analysts, and prosecutors who are responsible for this case and ensuring that these defendants could not carry out their deadly plans.”

“Michael Solomon and Benjamin Teeter proclaim themselves to be members of the Boogaloo Bois, a group that espouses a violent ideology and an objective to overthrow the government. The defendants believed their anti-U.S. government views aligned with those of Hamas, a foreign terrorist organization, and actively developed plans to carry out violence in Minnesota and elsewhere,” said United States Attorney Erica H. MacDonald. “Whenever extremist ideologies, regardless of their roots, move into the realm of violence, the FBI and its Joint Terrorism Task Force stands at the ready to prevent potentially deadly and destructive plots.”

“The FBI is committed to stopping acts of violence against law enforcement officers or anyone else in our communities. According to the criminal complaint, the defendants in this case were willing to work with Hamas, a foreign terrorist organization, in order to get money for potential acts of violence here in the U.S.,” said Jill Sanborn, Assistant Director of the FBI’s Counterterrorism Division. “The FBI’s Minneapolis Field Office demonstrated that we will continue working with our law enforcement partners to detect and stop such activity and protect public safety.”

According to the allegations in the criminal complaint and law enforcement affidavit, in late May of 2020, the FBI initiated an investigation into SOLOMON and TEETER, two members of the “Boogaloo Bois,” and a sub-group called the “Boojahideen.” The Boogaloo Bois are a loosely- connected group of individuals who espouse violent anti-government sentiments. The term “Boogaloo” itself references an impending second civil war in the United States and is associated with violent uprisings against the government.

According to the allegations in the criminal complaint and law enforcement affidavit, during the civil unrest in the Twin Cities following the death of George Floyd, according to a witness, SOLOMON was openly carrying a firearm in a residential neighborhood in Minneapolis. SOLOMON and TEETER interacted with the witness over the course of several days. The witness told FBI agents that SOLOMON and TEETER possessed firearms and substantial quantities of ammunition and that SOLOMON, TEETER, and other members of the Boogaloo Bois and Boojahideen discussed committing acts of violence against police officers and other targets in furtherance of the Boojahideen’s stated goal of overthrowing the government and replacing its police forces.

According to the allegations in the criminal complaint and law enforcement affidavit, in early June, the FBI received information about SOLOMON, TEETER, and other members of the Boogaloo Bois and the Boojahideen through a confidential human source (“CHS”), whom the defendants believed to be a member of Hamas. In audio-recorded conversations, SOLOMON and TEETER expressed that Hamas shares anti-U.S. government views that align with their own views. SOLOMON and TEETER also expressed their desire to employ themselves as “mercenaries” for Hamas as a means to generate cash for the Boogaloo Bois/Boojahideen movement, including funding for recruitment and purchasing land for a training compound.

According to the allegations in the criminal complaint and law enforcement affidavit, SOLOMON and TEETER shared with the CHS, and another individual whom they believed to be a more senior member of Hamas (and who was actually an undercover employee of the FBI), their ideas about destroying government monuments, raiding the headquarters of a white supremacist organization in North Carolina, and targeting politicians and members of the media.

According to the allegations in the criminal complaint and law enforcement affidavit, SOLOMON and TEETER also expressed their ability to manufacture unmarked parts for guns and create unregistered and untraceable weapons, including suppressors. On July 30, SOLOMON and TEETER delivered to the individual they believed to be a senior member of Hamas five suppressors and expressed their desire to manufacture additional suppressors and fully-automatic weapons for Hamas. SOLOMON and TEETER later negotiated with the individual a price of $1,800 for five additional suppressors. SOLOMON and TEETER also delivered to the individual a “drop in auto sear” (“DIAS”), a part designed and intended for use in converting a weapon to shoot automatically. SOLOMON and TEETER believed the suppressors and the DIAS would be used by Hamas overseas to attack Israeli and U.S soldiers.

This case falls with the purview of the Attorney General’s Task Force to Combat Violent Anti-Government Extremism. Launched in June 2020, the Task Force is dedicated to supporting the investigation and prosecution of any person or group who commits violence in the name of an anarchist ideology.

The charges contained in the complaint are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

U.S. Attorney’s Office
District of Minnesota

FOR IMMEDIATE RELEASE
Tuesday, August 25, 2020
Four Indicted In Minneapolis Police Third Precinct Arson

United States Attorney Erica H. MacDonald today announced a federal indictment charging DYLAN SHAKESPEARE ROBINSON, 22, DAVON DE-ANDRE TURNER, 24, BYRCE MICHAEL WILLIAMS, 26, and BRANDEN MICHAEL WOLFE, 23, with one count each of conspiracy to commit arson at the Minneapolis Police Department’s Third Precinct. ROBINSON and WOLFE, were previously charged via federal criminal complaint with aiding and abetting arson. WILLIAMS was previously charged via criminal complaint with conspiracy to commit arson. Formal detention and arraignment hearings will be scheduled at a later date.

According to the allegations in the indictment, on May 28, 2020, ROBINSON, TURNER, WILLIAMS, and WOLFE each went to the Minneapolis Police Department’s Third Precinct where a crowd of hundreds had gathered. At one point, the crowd began shouting, “Burn it down, burn it down.” Soon after, a fence that was designed to keep trespassers out of the Third Precinct building was torn down. ROBINSON, TURNER, WILLIAMS, and WOLFE, along with unidentified other co-conspirators, breached the fence and entered the Third Precinct building.

According to the allegations in the indictment, ROBINSON, assisted by an unidentified co-conspirator, lit an incendiary device held by the unidentified co-conspirator who threw it toward the Third Precinct building with the intent that it would start a fire or fuel an existing fire. WILLIAMS and TURNER, assisted by an unidentified co-conspirator, lit a Molotov cocktail, which was taken into the Third Precinct building by TURNER and used to start a fire. WOLFE pushed a barrel into a fire at the entrance of the Third Precinct building to accelerate an existing fire.

The ATF and FBI continue to urge the public to report suspected arson, use of explosive devices, or violent, destructive acts associated with the recent unrest.
