										<content:encoded><![CDATA[<p>Here’s a look into the Markle house that the British people bought for her.  Prince Charles, the father-in-law has help purchase the house!  Meghan was a nobody until she leeched onto Just Harry!  Even thought they are no longer royal, they seem to think that they are entitled!  They ran from the Royal family thinking Canada would pay their security bills.  When that didn’t happen and the people of Canada said ‘no way’!  They ran to America where neither of them are wanted!  She’s still a d-list actress who snagged a prince who gave up everything for her.  Like her life, he dumped his family but won’t dump the free money daddy gives them.  MeAgain and just Harry are paying back the millions it cost the British people to revamp Frogmore Cottage.  I’m surprised the people haven’t demanded they pay back the $42 million it cost for their wedding! <strong>Neither just Harry or MeAgain have jobs.</strong></p>

After his death the Kandiyohi County Sheriff’s Department received an anonymous letter describing a brown pick-up truck with signage on the side parked at Olson’s house the week of the murder.</p>

<p><strong>35 years later, murder of Scriver Olson remains unsolved</strong></p>
<p>WILLMAR &#8212; It was 35 years ago on February 18 that Ludvig Olson drove to his brother&#8217;s home across from the Crow River Lutheran Church south of Belgrade to deliver some bad news about the death of a sister-in-law.</p>

<p>WILLMAR &#8211; It was 35 years ago on February 18 that Ludvig Olson drove to his brother&#8217;s home across from the Crow River Lutheran Church south of Belgrade to deliver some bad news about the death of a sister-in-law.</p>
<p>The news waiting for him there was far worse. He discovered that his brother had been brutally murdered.</p>
<p>The 1983 murder of Joseph Scriver Olson, 75, remains an unsolved homicide, but also an open case. Kandiyohi County Sheriff Dan Hartog and the sheriff&#8217;s detective assigned to the case, Kent Bauman, continues to this day to follow up on every new tip or piece of evidence that comes up.</p>
<p>Tips and calls still do occasionally come, and both law officers emphasize that this remains very much an open investigation. After all of these years, the knowledge of what happened may weigh heavy enough on someone to come forward, they said. It could be either the perpetrator or perpetrators or an acquaintance with inside information, but they remain convinced someone can provide the missing information to solve this homicide.</p>
<p>Olson was a retired farmer who had never married. He sold seed corn and monuments, and according to newspaper accounts of the time, was well liked and known throughout the Belgrade community.</p>
<p>He was active in the Crow River Lutheran Church. He had reportedly donated $8,000 to the church one month before his murder, according to an April 1983 account in the West Central Tribune. The same article noted that friends and neighbors who knew Olson questioned why he would be targeted by a criminal. He never carried much in the way of money, always writing checks for his purchases.</p>
<p>He lived by himself in a weathered home on a cluttered farm site. He did not have a telephone.</p>
<p>Scriver Olson&#8217;s absence from choir practice on Wednesday, Feb. 16, 1983, was the first sign that something was amiss. He also had failed to show up that day for the senior noon meal in town, even though he had signed up for it.</p>
<p>Authorities later disclosed that he had picked up his mail on Tuesday, but not Wednesday, leading them to believe his death had likely occurred sometime after he was last seen in Belgrade at 3:30 p.m. on Feb. 15.</p>
<p>Later, authorities would reveal that he had been brutally beaten and stabbed, possibly a couple of days before his brother discovered the body. The possibility that his death was the result of a burglary gone bad was among the early theories in the case. It remains one of the theories, said detective Bauman, adding that there remain a number of theories and lots of speculation on what led to the murder.</p>
<p>Shortly after the murder, authorities received an anonymous letter from someone stating they had seen a brown pickup truck in the victim&#8217;s driveway on Feb. 16.</p>
<p>Sheriff Hartog said law officers continue to keep private many of the details of the murder for investigatory reasons. It can help investigators sort fact from fiction: Only someone with actual knowledge of the murder would have information not in the public domain, they explained.</p>
<p>Investigators have interviewed many people and followed up countless leads through the years in hopes of putting the pieces together. Among those questioned extensively was Delbert Huber, a former neighbor of Scriver Olson. Huber died in prison in 2014, at age 83, while serving time for the fatal shooting of Timothy Larson on a farm near Belgrade in 2011.</p>
<p>Through the years, a number of officers with both the Kandiyohi County Sheriff&#8217;s Office and the Minnesota Bureau of Criminal Apprehension have investigated the homicide. At one point, evidence was turned over to the FBI for analysis as well.</p>
<p>Sheriff Hartog said new officers have deliberately been brought into the case over the years to provide a fresh set of eyes, just in case it helps catch something others may have missed. This is not a file that collects dust on a shelf, he and Bauman emphasized.</p>
<p>And, of course, the evidence seized at the site of Scriver Olson&#8217;s murder remains in the possession of law enforcement. There is always the possibility that some new advancement in technology could help pull new information from the evidence and provide some of the answers so long sought.</p>
<p>As for now, however, the two law officers believe finding the answer to who killed Scriver Olson will depend very much on someone coming forward with one or more pieces of the information that is missing. Tips are welcome by calling the sheriff&#8217;s office 320-214-6700.</p>

<p><strong>Decades after Minn. murder, friend hopes killer will be identified</strong></p>

<p>BELGRADE, Minn.-Sigfred Lundgren was of the first to arrive at Joseph “Scriver” Olson’s rural Belgrade home Feb. 18, 1983, to discover that Olson was dead.</p>
<p>Immediately after hearing the bad news, Lundgren’s first thought was that his 75-year-old friend possibly suffered from a heart attack. He later discovered that Olson had been brutally murdered, beaten and stabbed multiple times, the knife left at the scene.</p>
<p>Decades later, the murder remains a mystery and the Belgrade community still hopes that law enforcement will catch the killer, although new leads in the cold case haven’t emerged for several years.</p>
<p>“It would help an awful lot in our area. (Olson) was so well known in our area. He was good to many people, a kind person,” Lundgren said.</p>
<p>Lundgren said he does not know who would have murdered Olson, as the man was a bachelor who kept to himself. He, along with law enforcement, suspects that a burglary may have been involved with Olson’s death.</p>
<p>“He liked to visit with people. He got along really well with people. We still don’t have a clue who did it,” Lundgren said.</p>
<p>Lundgren described Olson as a kind person and a smart businessman, known throughout the community because he sold seed for a living. Besides being a businessman, Olson was devoted to his faith, an active member of the Crow River Lutheran Church.</p>
<p>“It was a real shock to the community. Their doors were locked and they never were before,” Lundgren said.</p>
<p>Law enforcement suspected Olson was murdered three days before he was found, the night Olson usually attended choir practice at his church. Lundgren was also a member of the church choir and said some of the members thought about going to check up on Olson the night he did not show up to practice.</p>
<p>“It’s too bad we didn’t. It was really foggy that night,” Lundgren said.</p>
<p>Days later, while he was performing chores around the house, Lundgren was again alerted that something might be wrong.</p>
<p>After he received a call from a concerned neighbor who said there had not been an answer at Olson’s door, Lundgren went with a neighbor to check on Olson.</p>
<p>Lundgren was greeted at the house by Ludvig Olson, Olson’s brother, who had made the trip to Olson’s house to deliver news that a relative had died. He arrived to find his brother dead.</p>
<p>Lundgren also spotted a broken window and Olson’s dog, that was acting strange and had its tail between its legs.</p>
<p>While Lundgren hopes a suspect in the murder will be eventually identified, he said he tries not to spend time dwelling on the tragedy.</p>
<p>“There were some people in our area that were very angry…I’m more calm. There isn’t much you can do about it if (law enforcement) can’t figure it out,” Lundgren said.</p>
<p>While local law enforcement has not received many new leads on the case during the past several years, Kandiyohi County Sheriff Dan Hartog remains hopeful that the case will be cracked.</p>
<p>“We don’t forget about it. We want to find the person who did this to Scriver and put closure to it,” Hartog said.</p>
<p>All detectives who initially worked on the case have since retired. Kent Bauman, the detective currently assigned to the case, said he still occasionally receives information on the case and follows up on all new tips.</p>
<p>“We’ve looked at some old names, we’ve revisited some theories and suspects to see if there is anything new we can add to the case,” Bauman said.</p>
<p>New leads have been hard to come by, but just one new lead could help solve the murder, Hartog said.</p>
<p>“I think it just takes the right piece of information,” Hartog said.</p>
<p>Local law enforcement continues to work with the Bureau of Criminal Apprehension reviewing evidence. Hartog said future advances in technology could be the key that unlocks the mystery of the case.</p>
<p>While DNA evidence has been entered into the BCA’s database, law enforcement has been unable to match the information with a suspect.</p>
<p>Hartog said he could not go into specifics, but said “technology could help” identify the killer.</p>
<p>The BCA issued a $50,000 reward in 2002 for information that leads to the arrest and conviction of the person or persons responsible for the murder.</p>
<p>The reward still remains in effect today. The Olson case is also featured on the BCA’s Spotlight on Crime website at spotlightoncrime.org.</p>
<p>Hartog urges those with any information regarding the case to contact the Kandiyohi County Sheriff’s Office at 320-214-6700.</p>
<p>“If there is anyone out there with information, please come forward,” Hartog said. “The case is still open and we are just looking for that break to find the person that did this.”</p>

KLAPHAKE, Judge.</p>
<p>Appellant was questioned pursuant to a murder investigation. He brought suit against the state and county claiming the law enforcement officers&#8217; conduct during the investigation was outrageous and their comments to a reporter slandered him. Claims against the county were settled out of court. The state moved for summary judgment on the grounds (1) the claims were barred by the statute of limitations, (2) the alleged defamatory statements were true and not defamatory as a matter of law, and (3) the state&#8217;s conduct was not outrageous as a matter of law. The trial court granted the state&#8217;s motion, and appellant appeals.</p>
<p>FACTS<br />
Scriver Olson was found murdered in his home in rural Kandiyohi County on February *214 18, 1983. Appellant Norman Larson, a neighbor and friend of Olson, was questioned by authorities a number of times during the following year in connection with the murder. In the course of the investigation, conducted by the Kandiyohi County Sheriff&#8217;s Department and the State Bureau of Criminal Apprehension (BCA), appellant became a principal suspect.</p>
<p>Interviews with appellant took place over the phone, at appellant&#8217;s home, in the victim&#8217;s home, at the cemetery where the victim was buried and at the Holiday Inn in Willmar. On two occasions, in February and March 1983, authorities requested, and appellant consented to give them, several items of clothing and personal property to be sent to the BCA lab for testing. Appellant alleges that on September 27, 1983, in the presence of a reporter, BCA agent Sigafoos slandered appellant by stating he was the &#8220;number one suspect&#8221; in the case, and that most of the BCA file on the case contained information about appellant. Appellant further alleges that the authorities harassed him by their phone calls night and day and by telling him &#8220;the spirit of Scriver Olson would haunt him forever unless he confessed.&#8221; Appellant also claims the tactics of the authorities were &#8220;designed to prey on his mental weaknesses,&#8221; a mental fragility evidenced by appellant&#8217;s temporary commitment in 1981 to the Willmar State Hospital.</p>
<p>Pursuant to Minn.Stat. § 3.736, subd. 5 (1984), appellant filed notice of his tort claims with the State Attorney General (respondent). Notice was served in July 1985, although commencement of the action by service of the summons and complaint was not accomplished until December 19, 1985. Respondent denied the allegations of defamation and outrage. The parties, however, agreed to suspend discovery indefinitely because the murder investigation had not yet been completed.</p>
<p>Appellant filed a certificate of readiness in January 1987, and, upon a court order, filed a more definite statement setting forth the alleged defamatory statement and the date upon which it was uttered. The case was transferred from Ramsey County to Kandiyohi County in June 1988. In September 1988, the trial judge ordered the parties to proceed with discovery. Appellant&#8217;s deposition was taken on October 17 and November 25, after which respondent moved to amend its answer in order to plead the statute of limitations. The court granted the motion and discovery was continued.</p>
<p>Respondent&#8217;s motion for summary judgment was heard on February 15, 1989. The trial court granted the motion on all claims, and appellant brings this challenge.</p>
<p>ISSUES<br />
I. Did the trial court err in holding appellant&#8217;s tort claims were barred by the two year statute of limitations period set forth in Minn.Stat. § 541.07(1)?</p>
<p>II. If the statute of limitations does not bar appellant&#8217;s claims, did the trial court err in granting respondent&#8217;s motion for summary judgment because it found no facts in dispute on the issues of defamation and intentional infliction of emotional distress?</p>
<p>ANALYSIS<br />
On appeal from summary judgment it is the function of the reviewing court to determine whether there are any genuine issues of material fact and whether the trial court erred in its application of the law. Betlach v. Wayzata Condominium, 281 N.W.2d 328, 330 (Minn.1979). This court &#8220;must take a view of the evidence most favorable to the one against whom the motion was granted.&#8221; Abdallah, Inc. v. Martin, 242 Minn. 416, 424, 65 N.W.2d 641, 646 (1954) (citations omitted).</p>
<p>Actions for &#8220;libel, slander, assault, battery, false imprisonment, or other tort, resulting in personal injury&#8221; shall be commenced within two years after the cause of action accrues. Minn.Stat. § 541.07(1) (1984). See also Minn.Stat. § 541.01. The events giving rise to appellant&#8217;s action for defamation and intentional infliction of emotional distress occurred between February and November 1983, with the exception of police calls to appellant in March 1984 in regard to a fire at Scriver Olson&#8217;s home. *215 Appellant served his summons and complaint on the state in December 1985, more than two years after all but one of the investigative actions at issue.</p>
<p>Appellant contends the statute of limitations does not apply because (1) it was tolled by appellant&#8217;s mental disability and (2) the notice provision of the Minnesota Tort Claims Act acts as a statutory bar to the suit. Appellant also argues the trial court erred in allowing respondent to amend its answer in December 1988 to assert the statute of limitations defense.</p>
<p>A plaintiff&#8217;s insanity, if &#8220;existing at the time when a cause of action accrued or arising anytime during the period of limitation, shall suspend the running of the period of limitation until the same is removed.&#8221; Minn.Stat. § 541.15(2) (1984).</p>
<p>[I]nsanity means substantial inability, by reason of mental defect or deficiency, to understand one&#8217;s legal rights, manage one&#8217;s affairs, and prosecute the claim. As a corollary to this rule, we conclude that short, temporary occasions of mental illness are sufficient to toll the statute on the basis of &#8220;insanity&#8221; only if such short occasions substantially impair the general ability of the plaintiff to understand her rights, manage her affairs, and prosecute the claim. This determination of substantial impairment depends upon the duration of the mental illness or defect as compared to the time within which suit must be brought.</p>

<p>Anita Carlson was murdered 20 years ago &#8211; and police still don&#8217;t know who did it.</p>
<p>Carlson, 22, was working the late shift at Pete&#8217;s Place West on U.S. Highway 2 west of Bemidji on June 30, 1987. Customers reported last seeing Carlson around 11 p.m. that night.</p>
<p>The next day, the morning manager discovered the store in disarray and Carlson&#8217;s car still parked behind the store. Six days later, on July 5, her body was found in a remote section of woods off State Highway 89 a few miles from the convenience store. She had been brutally raped and murdered; her parents never saw the body. Anita Carlson had recently graduated with honors from Bemidji State University with a degree in mass communications.</p>
<p>She planned to pursue a career in broadcasting. She had a boyfriend her parents expected her to marry. In 2002, Anita&#8217;s parents, Merlin and Judy Carlson, told the Bemidji Pioneer that the discovery of her body did give them a sense of &#8220;closure,&#8221; adding that many parents never find out what happened to their missing children.</p>
<p>Merlin and Judy Carlson said then that they had adjusted to life without Anita as best they could. They tried to use their grief for good, counseling other parents who lost children and other family members who suffered loss in tragic circumstances. Their greatest consolation came through their Christian faith, their strong belief that they will again see Anita in heaven. A $50,000 reward is being offered to anyone who can provide information that leads to an arrest. The reward is offered through Spotlight on Crime.</p>

<p>Wesley Morrison, 78, was murdered in Saint Paul on August 6, 2000. The crime took place near the intersection of Case Avenue and Mendota Street on the city’s East Side. Morrison, also known as the “Can Man,” was beaten and sustained severe head injuries that ultimately led to his death.</p>
<p>Witnesses have said that Morrison, a friendly man who was well known to people in his East Side neighborhood, was followed and threatened by a group of five young men. He crossed over the other side of the street to avoid the men and continued to walk north on Forrest, then he turned west onto Case Avenue.</p>

<p><strong>St. Paul Payne-Phalen / Who killed the ‘Can Man’? And why?</strong><br />

<p>Wesley J. Morrison could have turned 85 today. His family imagines he still would be collecting aluminum cans in St. Paul’s Payne-Phalen neighborhood.</p>
<p>Instead, relatives of the “Can Man” will remember his birthday by poring over photo albums and visiting his grave.</p>
<p>More than six years after Morrison was beaten to death in an apparently random attack, the case remains unsolved. A reward of up to $50,000 is still being offered in the case.</p>
<p>“It holds on to you deep in your heart,” said Fred Morrison Sr., Wesley’s youngest child.</p>
<p>Morrison had six children, 17 grandchildren and 19 great-grandchildren.</p>
<p>“I walk down the street and see other people picking up cans and I think, ‘Those used to be my dad’s cans,’ ” Morrison Sr. said.</p>
<p>The random and violent nature of Wesley Morrison’s killing shook Payne-Phalen, where people had nicknamed him the “Can Man” for the years he spent walking the streets with his cart and collecting cans. Morrison had specific routes for each day and walked miles at a time. People used to say they could set their watches by him.</p>
<p>Morrison’s family didn’t realize how well known he had become until his death, said Sue Heiford, Morrison’s daughter.</p>
<p>“Every once in a while, people will still ask me if they’ve caught anyone,” she said. “I tell them ‘no.’ I hope they do, but I know at some point in time they will meet their maker.”</p>
<p>On Aug. 5, 2000, Morrison walked to the Rainbow Foods on Arcade Street, near his Lawson Avenue home, to buy chewing tobacco. Two neighborhood boys reported to police they heard someone say, “Shut the f- up,” and then a loud noise. A few minutes later, about 11:30 p.m., the two boys found Morrison lying unconscious at the corner of Mendota Street and Case Avenue.</p>
<p>Morrison’s wallet was missing, though he likely wasn’t carrying much cash. He had borrowed $5 from a neighbor that night to buy the tobacco and already had made the purchase when he was attacked.</p>
<p>Morrison died of head injuries Aug. 6, 2000, at Regions Hospital.</p>
<p>Police said five men had followed Morrison down the street, yelling and cursing at him. They were the last people believed to have contact with Morrison, and police have not been able to identify who they are.</p>
<p>The case is still active, but police haven’t received any new leads for a while, said Mark Kempe, who investigated the case as a St. Paul homicide investigator and now works as a special agent for the Minnesota Bureau of Criminal Apprehension.</p>
<p>Kempe said he’s reviewing leads police previously received. He’s hoping anyone with information will come forward about people who rented property in the area in 2000 and suddenly moved after the killing.</p>
<p>“It’s very rare that the perpetrators of something like this don’t talk about it,” Kempe said. “Maybe the problem is they got frightened and moved away very early on. It could be they’re talking about it, but they’re in Chicago, Detroit, Milwaukee or someplace else, so word isn’t getting back to us.”</p>
<p>Kempe stresses that the person or people who assaulted Morrison might not have intended to kill him.</p>
<p>Morrison, a World War II veteran, began collecting cans after he retired from Whirlpool as a vacuum-cleaner inspector in the mid-1980s. As much as it was a way for Morrison to earn extra money, it also was a chance to socialize. He wasn’t deterred by extreme heat or cold, said his family, who sometimes pleaded with him to take a day off.</p>
<p>He also didn’t let crime in the neighborhood end his expeditions. In the years before he was killed, Morrison was assaulted while collecting cans near a bar on Arcade Street – his assailants picked him up and slammed him onto the ground, breaking his hip and collarbone, Heiford said. The men involved in that attack were caught, she said.</p>
<p>Family members worried about Morrison being out after dark, but once he had mended, Morrison went right back to collecting cans.</p>
<p>“That didn’t stop him,” Heiford said. “Those were his streets.”</p>

Cold Case: Nancy Daugherty</strong><br />

<p>Nancy Daugherty was raped, beaten and murdered 30 years ago in one of the Northland’s most notorious unsolved murders.</p>
<p>Chisholm, a small community on the Iron Range, and three decades after the crime authorities are still trying to figure out who killed Nancy.</p>
<p>“Nancy was well known in town she was working at a nursing home,” Chisholm Police Chief Vern Manner said.</p>
<p>Her divorce was nearly finalized, she was about to embark on a new life in the Twin Cities studying to become a paramedic. “She was out with a friend, they dropped her off,” Manner said. This friend will be the last person, to see Nancy alive.</p>
<p>The friend came back the next day to find all the shades shut and house locked, which was suspicious, and called the police.” The police head over to Nancy’s home and find a gruesome discovery. “She was found dead strangled in her own home a couple days before she was supposed to move,” Manner said. Officers also found her body covered in grass stains indicating a fight prior to her death.</p>
<p>Jim Daugherty, Nancy’s husband, still lives in the house where the murder took place. Jim was out of the country at the time of the murder and was cleared by police as a suspect.</p>
<p>The Nancy Daugherty case helped pave the way for the handling of homicides in Minnesota using more advanced scientific methods. “It was one of the first cases that Minnesota used DNA.”</p>
<p>“What keeps it alive is to the hopes to always solve it and bring closure to the family,” Manner said. Closure is something Chisholm Mayor Mike Jugovich would also like to see. “Here you know everyone, so I think it’s a little more difficult in a smaller community,” Jugovich said. The Mayor has walked closely with the case for 30 years, as his good friend was Nancy’s son.</p>

<p>Lois Swenson had been missing for 7 days in the summer of 2012 when family members contacted the Minneapolis Police Department. She had been beaten to death in her own home on the 2200 block of Vincent Avenue North and found 6 June 2012.</p>

<p>A Single Tip is Needed to Solve the Murder of Lois Swenson<br />

<p>Minneapolis Police Department Homicide Investigators continue to urge the public to call them or Crime Stoppers if they have any information that might help them solve the murder of 76-year-old Lois Swenson (pictured). Swenson, a popular peace, justice, and environmental activist, was brutally killed inside her own home on the 2200 block of Vincent Avenue North in early June of 2012.</p>
<p>There was no sign of forced entry at the victim’s home. Her body was discovered when friends and family members had become concerned that they hadn’t heard from Swenson in several days. Police haven’t received a lot of new information in recent months in spite of earnest efforts to solve this case.</p>
<p>“We believe we know who’s involved” Minneapolis Police Lieutenant Richard Zimmerman said. Lt. Zimmerman believes someone close to the suspect may have the information investigators need. “In my near 20 years as a homicide investigator, we’ve never been so close to a suspect without being able to charge him. We just need a little bit more, anyone who has talked to this person please call us or Crime Stoppers,” Zimmerman concluded.</p>
<p>In addition to the Lieutenant, 2 other detectives have been working on this case for almost 2 years now but have yet to find the information they’re looking for which is why they are updating the public through the use of Crime Stoppers with the need for that information. The Minneapolis Police want to re-emphasize that Crime Stoppers of Minnesota has long provided an avenue for the public to provide information to police anonymously.</p>

<p><strong>Police &amp; Crime Stoppers Team Up To Solve Murder Of N. Mpls. Woman</strong></p>
<p>MINNEAPOLIS (<a href="https://minnesota.cbslocal.com/" target="_blank" rel="noopener noreferrer">WCCO</a>) — Police are teaming up with Crime Stoppers to solve a homicide that happened in the summer of 2012.</p>
<p>Lois Swenson was found murdered in her north Minneapolis home on June 13, 2012.</p>
<p>Lt. Richard Zimmerman believes Swenson had helped the suspect in the past. He said there is a man who knows the suspect, and they hope he comes forward.</p>
<p>“He was a person that was very close to her, that she helped with money and transportation,” Zimmerman said.</p>
<p>He said the suspect tried to leave the country, but was unable.</p>
<p>“And that person left with a large amount of money that we know was given to him by a close friend,” he said.</p>
<p>Now investigators want to talk with that friend.</p>

										<content:encoded><![CDATA[<p>When 3 year old Terrell Mayes heard gunshots near his home in the 2600 block of Colfax Av. N. the day after Christmas, he did exactly what his mother had told him to do. He started to run up the stairs in an effort to hide in his bathtub for protection. Terrell only made it halfway up the stairs. His brother, at home at the time, would later tell police “why would somebody shoot my brother? He’s only a baby.”</p>
<p>Since the time of his murder, investigators have interviewed dozens and dozens of people and yet the person who took this 3 year old’s life has never been found. In the beginning, there were a ton of tips on this case but lately there hasn’t been much. Investigators spent time tracking down leads in the prisons that haven’t panned out.</p>

On Monday, December 26, 2011 Police responded to a report of shots being fired in the area of 2600 Colfax Av. N. in Minneapolis.  It was found that shots had penetrated the house where 3 year old Terrell Mayes, Jr. lived and where he with his youthful friends were running upstairs to seek protection from the shots they heard.  One of those shots struck Terrell who was taken to the hospital where he died on the next day.</p>
<p align="justify">Minneapolis Police have determined that this was a random shooting and that there was nobody in the house nor the family who was the intended target.</p>

<p>Minneapolis police Monday appealed for anyone with knowledge that could solve the killing of 3-year-old Terrell Mayes to contact them, saying they&#8217;re confident someone has the information they need to solve the case.</p>
<p>Police and the boy&#8217;s mother, Marsha Mayes, said they&#8217;re reminded daily of the murder four years ago Saturday.</p>
<p>&#8220;It is one of those cases that the people behind me take personally,&#8221; Police Chief Janeé Harteau said at a news conference, her voice trembling slightly. &#8220;I keep Terrell&#8217;s picture on my desk to remind me.&#8221;</p>
<p>The case is being handled by a Cold Case Squad whose formation was announced by the department in September. Four investigators are assigned to the Mayes killing, the department said. There is a $60,000 reward for the person whose information solves the case. It is the sixth older case to be publicized on the department&#8217;s website, www.insidempd.com.</p>
<p>Mayes was killed the day after Christmas in 2011 by a stray bullet that hit him as gunfire erupted nearby. He was struck while running up the stairway of his house on the 2600 block of Colfax Avenue N.</p>
<p>His mother said she thinks multiple people know what happened that day. But she attributed their failure to come forward to shame. &#8220;Who wants to tell me to my face that they killed my child?&#8221; she said.</p>
<p>She also said she feels a lack of support from the activists who have been marching since the death last month of 24-year-old Jamar Clark. He was shot by police during an altercation at an ambulance on Plymouth Avenue N., sparking protests over whether the shooting was justified.</p>
<p>&#8220;I have a little resentment and bitterness and anger for my community,&#8221; she said, noting the absence of community pressure for the killer to come forward. &#8220;I see people marching for other stuff.&#8221;</p>
<p>&#8220;Colfax knows what happened. Dupont knows what happened,&#8221; she said, citing two blocks adjacent to the house were Terrell was shot. Mayes has since moved away from the block with her two older and two younger sons.</p>
<p>Asked if police think the shot originated on the block or farther away, Lt. Richard Zimmerman said the shooting was gang-related and, &#8220;It was near the house.&#8221;</p>
<p>&#8220;We need somebody in the community to come forward with that one piece of information that we need,&#8221; Commander Catherine Johnson said. &#8220;That&#8217;s what&#8217;s going to give our investigators the information they need.&#8221;</p>
<p>The Cold Case Squad was established to review dozens of unsolved murders in concert with representatives of the Hennepin County attorney&#8217;s office and the FBI, with whom detectives assigned to the squad meet monthly. They review what cases deserve a fresh look with more resources.</p>

<p><em>This is one of the few cases I have found information on the web. These 2 Susan’s were killed on the exact day 2 years apart. I’m not sure that stating it was a serial killer, but from what I’ve read, that’s what investigators are calling it. I think that them both having the first same name is just coincidental.</em></p>

<p>(WCCO) — Susan Petersen (left) and Susan Rheineck (right) were both found strangled to death in Highland Park in St. Paul two years apart — Peterson in 1983, Rheineck in 1985. Both cases are still unsolved.</p>
<p>It has been more than 25 years since a young woman named Susan was found murdered in St. Paul. On the very same date two years later — May 17, 1985 — another victim also named Susan was killed. Both victims were strangled and sexually assaulted.</p>
<p>For years, police feared a serial killer may have been targeting females named Susan, and staked out the areas where the victims were last seen and later found.</p>
<p>Detectives considered the possibility that the killer died or was in prison for another crime, but in 2009 came a surprising twist: DNA evidence submitted to the Minnesota Bureau of Criminal Apprehension determined two separate killers were to blame for the Susans’ deaths.</p>
<p>The DNA results were entered into the Federal Bureau of Investigation’s national database to see if there is a link to any other cases. But so far, there have been no “hits,” or links to killers currently in prison.</p>
<p>St. Paul cold case investigators are still following up on possible leads in the cases authorities now recognizes as discrete crimes.</p>

<p><strong>Surprise Twist in ‘Susans’ Murders</strong></p>
<p>There is a startling development in a suspected serial killer case that has baffled St. Paul police for more than 25 years. Two women with the same name were found murdered in the same neighborhood, on the same day, two years apart.</p>
<p>For years, investigators wondered if a serial killer was connected to both murders or if the brutal deaths were just a bizarre coincidence.</p>
<p>On May 17, 1983, police found 28-year-old Susan Petersen strangled and sexually assaulted in an alley in the upscale Highland Park neighborhood.</p>
<p>The same day, two years later, 16-year-old Susan Rheineck was also sexually attacked, killed and tied to a tree just a few blocks away by the Mississippi River.</p>
<p>Both victims wore similar raincoats and were last seen in the same part of town the day before they vanished.</p>
<p>“We believe that it’s not likely somebody knew them. These women were both women who were what I would call easy victims. They were people that had difficulties in their lives,” said Sgt. Anita Muldoon, who supervises the St. Paul Police Department’s cold case unit.</p>
<p>Several months ago, Muldoon gave evidence from both crime scenes to the Minnesota Bureau of Criminal Apprehension lab for DNA tests.</p>
<p>“There was a lot of thought that they were killed by the same person,” said Muldoon.</p>
<p>The BCA’s forensic scientists were able to uncover DNA from both of the Susans’ cases. And that led to a surprising conclusion: two different killers were to blame.</p>
<p>“It is a little more alarming that it’s two different people because they were so similar,” said Muldoon.</p>
<p>The DNA results were entered into the FBI’s national database to see if there is a link to any other cases. So far, there have been no hits, which means the killers are not currently in prison.</p>
<p>The “Susans” murders inspired a novel by former WCCO investigative producer Julie Kramer called “Stalking Susan.” It’s about a serial killer targeting women with that name.</p>

<p><strong>Cold Case Unit To Look At 2 Eerily Linked Murders</strong></p>
<p>Two young women, both named Susan, were found murdered in St. Paul on the same date in May, two years apart. The similarities don’t stop there. No one has ever been caught for the crimes which police have long suspected were the work of a serial killer who targeted victims named Susan.</p>
<p>These cases will get a fresh look in June by detectives in the new cold case unit at the St. Paul police homicide office.</p>
<p>Recently retired homicide investigator Rich Munoz has looked into the murders of Susan Petersen and Susan Rheineck in the past. He hopes to focus on the cases again if he comes out of retirement next month for the assignment. (The police union has challenged the assignment of retirees to the cold case unit.)</p>
<p>“The similarities are really striking,” said Munoz, who was a patrol officer in the 1980s when the two Susans disappeared from a poor part of University Avenue. “When you actually see the items of evidence, it really takes you back.”</p>
<p>Susan Petersen was 28. Dressed in a trench coat, she was last seen on May 16, 1983. Early the next morning, she was found strangled and sexually assaulted in an alley in the predominately upscale Highland Park neighborhood.</p>
<p>On that same day, in 1985, the body of Susan Rheineck was found tied to a tree several blocks away. The street-smart 16-year-old was also sexually assaulted and wore a similar coat.</p>
<p>Although some details of their crimes were different, Munoz said, “You almost assume there’s got to be a connection. We actually think these two Susans may have crossed paths.”</p>
<p>After the second murder, police feared a serial killer was targeting women named Susan. For the next several years, on May 16 and 17, detectives staked out University Avenue and the Highland Park neighborhood, prepared for a killer to strike again.</p>
<p>Police didn’t share their suspicions of a serial killer publicly until 1998. That’s when WCCO-TV first profiled the two murders and the original investigator on the case, Jim Frank, took reporter Caroline Lowe to the crime scenes.</p>
<p>Frank was then the Washington County Sheriff. During an interview that year, Frank said he couldn’t forget the young women’s killings, especially during May.</p>
<p>“You’d like to know what you missed,” he said. “How did you miss it? What should you have done better? What can you learn from? And I think you really do look for the families.”</p>
<p>Susan Rheineck’s parents told Lowe in 1998 that they remembered her as a troubled teen who hoped someday to become a nurse.</p>
<p>If the two murders were connected, police wonder now why they apparently stopped. Did the killer die or go to prison? What did the name Susan mean to him? What of the date: May 16? What was his connection to the neighborhoods where the victims were last seen — and found?</p>
<p>Tim Lynch, the St. Paul Senior Commander in charge of the police department’s homicide unit, hopes to some day have answers for the victims’ families. Beside the murders of the two Susans, the new cold case unit will focus on more than 140 cold cases.</p>
<p>“Murders are never closed cases,” said Lynch, who is confident their experience, along with forensic tools like DNA, can crack some cases.</p>
<p>Rich Munoz cleared out his desk in the homicide office when he retired a couple of weeks ago. If things can be worked out with the union, he hopes to jump back in to focus on unsolved cases-with the murders of the two Susans at the top of his list.</p>
<p>“It would be great thing to solve these cases,” Munoz said.</p>
<p>Dave Titus, the president of the police union, called the cold case unit a “spectacular idea,” but he said he wants current cops to be assigned to the cases, not retirees.</p>

										<content:encoded><![CDATA[<p>On June 18th, 2008 Joseph Sodd III was murdered near the intersection of 19th Avenue South and 7th Street South, near the Cedar Riverside neighborhood in Minneapolis. He was home from college for the summer and his family and friends are asking for your help. The motive for this murder is unclear at this time. Homicide investigators have put in hundreds of hours on this case and have developed many leads.<br />
Sodd died in the early morning hours from a sharp force injury.</p>
<p>Investigators believe there are still members of the community that have information about this case.</p>
<p><strong>Late-night homicide in Cedar-Riverside claims life of young dancer</strong><br />

<p>Around 2 a.m. the morning of Wednesday, June 18, a man was found stabbed and unconscious near the intersection of South Seventh Street and 19th Avenue South, near Augsburg College in the Cedar-Riverside neighborhood. He died shortly thereafter at Hennepin County Medical Center.</p>
<p>The victim has been identified as 20-year-old Joseph Sodd, III, an alumnus of Perpich Center for Arts Education. He was a dancer and a student at Cornish College of the Arts in Seattle. No arrests have been made at this time. The Minneapolis Police Department Homicide Unit is investigating the crime.</p>
<p>The day before Sodd’s murder, a crime alert was issued for several neighborhoods on the East Bank near the University of Minnesota. Como, Marcy Holmes, Prospect Park and the University of Minnesota neighborhoods are involved in the alert. Three robberies of person have occurred since June 1, all involving female victims and black male suspects.</p>
<p>A personal safety workshop is scheduled for Tuesday, July 15 from 6:30 to 8:30 p.m. at the Eastside Neighborhood Services, 1700 Second Street NE, Minneapolis. Call Second Precinct Crime Prevention Specialist Carol Oosterhuis at 612-673-2874 to register.</p>
<p>The crime alert advises the following:<br />
Avoid carrying a purse or bag with valuables (large amounts of cash, checkbook, credit cards, etc). If you carry cash, carry a small amount in your front pocket or wear a waist pack that can be covered by a shirt or jacket. Do not resist if a robber wants your handbag. Being pulled down by the shoulder strap of your bag or purse can cause injuries.</p>
<p>Victims of robberies can be any age and race and can be men or women. Take the following precautions:</p>
<p>Try to walk with another person. If you are walking in or near the University of Minnesota, you can contact 624-WALK for the University escort service.</p>
<p>Carry as little cash as possible. Carry your keys and money in a pocket, not in a purse or wallet.</p>
<p>Be observant and aware of your surroundings. Avoid being absorbed in telephone conversations or music.</p>
<p>Avoid alleys or poorly lit areas.</p>
<p>If you feel uneasy, go directly to a place where there are other people.</p>
<p>If you are walking at night, choose well-lighted streets.</p>
<p>If a robber approaches you, do not resist. Try to get a good description of the robber, as well as vehicle description and license plate number. Call 911 immediately.</p>

<p>I knew him as &#8220;Booshi&#8221;. In the early morning of June 18, 2008 &#8220;Booshi&#8221; or Joseph Sodd III was violently murdered in the Cedar-Riverside area of Minneapolis.</p>
<p>His Mom and Dad, Liz and Joe, are old friends of mine. And Booshi was their first-born. Joe and Liz were one of the first of my friends to have a child, so this boy was something special to us. Over the years I moved out of town and lost touch with Joe and Liz, Booshi and their second child, Alden. But in 2004, there was a reunion of sorts and I was reacquainted with Joe and Liz. They could not stop talking about the now-high school student, Booshi and what a fantastic performer he was becoming. He was a dancer! Imagine that. Where did that gene come from? And how refreshing to encounter parents who actually relished the fact that their son was an artist. They loved that boy. And oh, were they proud of him.</p>
<p>No one should lose a child to such violence. His case remains unsolved. A reward has recently been offered. Someone out there must know something about this crime. 										<content:encoded><![CDATA[<p>Investigators stated that Rosalba Juarez reported her husband left their house at 12:15 a.m. on 6 December about four hours before he was found in Green Isle, which is about 25 miles to the west. Investigators also received reports that Juarez’s vehicle was seen at his girlfriend’s house in Burnsville, which is about 20 miles in the opposite direction! Rosalba filed a missing person file in the morning.</p>
<p>Daniel Juarez was arrested and charged with domestic assault in April 2008 and pleaded guilty to several misdemeanor counts for those offenses. A restraining order was obtained against him by his wife after the April assault, but was lifted months later.</p>
<p>On 6 December 2008 Daniel Juarez was found dead in rural Sibley County, near Green Isle, MN. Juarez was found inside his 2003 black Chevrolet Trailblazer which was significantly burned. An autopsy has determined that Daniel Juarez was murdered. Daniel Juarez was the owner of DJ Satellite Service and El Heraldo Magazine which are located in Chaska, MN.</p>
<p><strong>More clues surface in Chaska man’s death</strong> <span style="font-size: 10pt;">5 March 2009</span></p>

<p>A new court filing is giving clues into the mysterious death of a Chaska businessman who was found in a burning SUV in December in a remote part of Sibley County.</p>
<p>Daniel Juarez, 42, lived a lifestyle far out of proportion with his state income, says the search warrant filed in Hennepin County District Court. The filing claims Juarez had monthly expenses totaling $8,500 to $10,000 but disclosed an income of only about $24,000 per year.</p>
<p>He owned DJ Satellite Service and the El Heraldo newspaper in Chaska.</p>
<p>Bureau of Criminal Apprehension agent C. Michael Phill says in the warrant that it’s clear Juarez was receiving a substantial amount of income from unknown sources, and that could be a sign of illegal activity.</p>
<p>Also, Wednesday’s search warrant for the first time states the body was found “burned in the rear cargo portion” of a sports utility vehicle owned by Juarez’ company.</p>
<p>Investigators are still saying little about how Juarez died and what might have happened before his body was found Dec. 6 in his 2003 black Trailblazer. The vehicle was burning when Sibley County deputies and firefighters responded to a wooded area 1 1/2 miles west of Highway 5 on Sibley County Road 180.</p>
<p>A final death certificate filed last month says Juarez died as a result of “homicide violence.” A further description by Dr. Janice Amatuzio, an Anoka County coroner who completed a forensic autopsy, said Juarez was injured by another person. It also says he died within minutes.</p>
<p>Juraez was born in Mexico and became a citizen in Chicago, where he also met his wife, Rosalba, before moving to Chaska, according to his sister Monica Schanus of Chaska. The couple had four children, two daughters and two sons, ranging in age from 7 to 14.</p>
<p>In addition to his house in Chaska, Juarez owned a duplex in Chaska, a four-plex in Minneapolis and a house in Mexico, Schanus said.</p>

<p>It’s been about a month since Monica Schanus visited Green Isle, stopping at businesses and asking to put up posters offering a $10,000 reward for information about her brother’s murder.</p>
<p>She hasn’t heard about any major tips coming in and she’s worried people are forgetting about 42-year-old Daniel Juarez, a successful businessman who moved from Chicago to Chaska with his sister about 16 years ago. He was a busy man and Schanus is perplexed by his death.</p>
<p>“He didn’t have any enemies, so we don’t know why this happened,” Schanus said. “I saw my brother a few days before he died. He was very busy with his new newspaper business. He was very excited, talking about how things were going.”</p>

Reports say that cadaver dogs have hit in his apartment and car, which means that there are signs of decomposition in both. Police raided the daddy&#8217;s apartment on 6 December 2011. There is a request for a warrant in this case, daddy D&#8217;Andre Lane has been named on the warrant. According to Lane&#8217;s attorney, he is cooperating with police in this case.</p>
<p>Treveon Lane, 15 year old says that he was with his uncle D&#8217;Andre the morning Bianca went missing. He said that he was there with 2 other people and said that Bianca was good, and she was normal. He said his uncle carried her to the car and his little cousin buckled her in. The uncle took Treveon home at 8 am that morning and called 911 at 9:55 making his carjacking claims.</p>
<p>Police have now made this a recovery case, and not is not a rescue case anymore. In other words, they believe that Bianca is deceased.</p>

<p>Police are saying that Terry Joe Volner, murdered Dusty as revenge against his mother, who was dating another man.  Volner confessed to the murder.</p>

<p>12 December 2011:  In Hartville Missouri, Terry Joe Volner is charged with murdering Dusty Guenther.  Dusty was left in the company of Volner, who lived at the Guenther house, but was not a boyfriend to Gina Guenther, Dusty&#8217;s mother.  Dusty was found in an ice-covered lagoon next to his home.</p>
<p>Volner called his mother on Wednesday morning, saying that he killed Gina, her boyfriend and her kids, he proved it by sending his mother a photo via text of Dusty with a cut throat.  Volner then stabbed himself in the stomach, seeming to try a cover up the murder.</p>
<p>Volner gave no reason for murdering Dusty, he is charged with first-degree murder, armed criminal action and abandonment of a corpse.  If convicted, he could face a death penalty or a life in prison. He is held in Wright County jail on $1 million bond.</p>

Police found the car 10 minutes after the car jacking was reported and Bianca was not in the car.</p>
<p>Since Bianca went missing, about 1100 volunteers have helped with the search to find Bianca.  People from all over Michigan have joined.  Her mother, Banika Jones greeted volunteers at the Church, I am not sure what the father has been doing except talking to HLN to clear his name!</p>
<p>The father, D&#8217;Andre Lane has been on HLN and talking with Nancy Grace claiming that he had nothing to do with Bianca going missing, but he failed to pass a polygraph test.  He has also been worried about being scrutinized by the media and on the internet.</p>
<p>A $25,000 reward is being offered for information that leads to the child&#8217;s safe return.</p>

										<content:encoded><![CDATA[<p>Back in October 2011 when Baby Lisa went missing Amy and her baby Lucy were shopping in a grocery store in Overland Park. Amy saw 3 older woman watching her down the aisle and then approached her.  Asked her how old her baby was, and one had the nerve to pull down the blanket and lift her dress to look at little Lucy&#8217;s leg for a birth mark on the right thigh.  Other shoppers were whispering and pointing at Amy and her baby.  This one ended when police followed Amy home and had to prove that her daughter was Lucy by presenting her vaccination records and insurance card.</p>
<p>The next incident was when she met her husband at Taco Bell and an older couple stared her down. She wanted to say, &#8216;<em>This isn&#8217;t Lisa</em>&#8216; but instead left.  The old man followed and wrote down her license plate.  Apparently police followed her for 3 miles that day and asked for paperwork. [I remember reading about this one a while back]</p>
<p>Again in October, the family went to the mall and not long after they returned, police were at their door again.  Amy did tell him about the last police visit, and he said hopefully it won&#8217;t continue, but it did!</p>
<p>In Walmart an old woman followed her to the child&#8217;s medicine and said, oh your baby has a cold?  Amy said no she didn&#8217;t.  Amy was looking for the teething tablets for Lucy. Then she walked over to the socks and the woman followed.  The old woman asked:  What kind of mother doesn’t have socks for their baby? Amy explained that Lucy had outgrown her socks then told the old woman, &#8216;<em>You need to leave me alone</em>&#8216;! The old woman walked to the customer service department and a manager approached Amy, and she said &#8216;<em>If you think something is wrong, call the police</em>&#8216;. Nothing happened that time.</p>
<p>While Amy was grocery shopping and paid for her grocery, police met her outside and took the baby and looked through her bags.  Of course they did this right out side the store so everyone is staring at her, like she was a criminal.  Lucy was going crazy because some stranger, a cop was holding her.</p>
<p>Then on 30 November 2011 another one showed up at the house.  Amy was out running errands and when she got home her husband told her about the visit. Of course Amy was scared and called police.  No police were at the house, she called the Sheriff and no sheriff was at the house.  A commander called Amy and told her to make an impersonation report.  Amy was worried as to who was at the house that day.  About 45 minutes after the report, the commander called and said that it was an investigator who had not logged the call yet.  Amy said it is emotionally effecting her and she hates to go out.</p>
<p>So all in all, the Kansas City police aren&#8217;t talking to the Overland Park police and this is why the many visits and harassing moments this family has had.</p>
<p>Out of the 1,419 leads police have had, 422 are baby sightings.</p>
<p>First off, these 3 woman are out of control.  I am very shocked that they would walk up to a woman and her baby and start questioning and <strong>TOUCHING</strong> the child. Had that of been me, I would have made a LOUD complaint. There is no reason in this world they have the right to touch a child even if they are looking for a missing baby.  The woman in Walmart, I guess she never had children if she didn&#8217;t know that babies teeth and grow out of their clothes.  <a href="http://www.kansascity.com/2011/12/09/3312107/family-of-similar-child-is-caught.html" target="_blank" rel="noopener noreferrer">KansasCityStar</a></p>

<p>The father of Bianca Jones, D&#8217;Andre Lane, just wants his daughter home but is frantically trying to clear his gun and drug name.  He says he has been vilified by the media since this happened.</p>
<p>So DAD is frantically trying to CLEAR his name while hundreds are out searching for his daughter.  He says all he can think about is Bianca.  And he is saying that he failed the polygraph because of his thoughts of Bianca and the carjacking, the attorney turn around and says that the polygraph wasn&#8217;t conducted correctly.</p>
<p>They sure have alot to say about everything.  I am sure this wasn&#8217;t Detroit Police first polygraph conducted, but it is always fun to blame someone else.  So when he is looked at, like normal, your the last one to see the child you do turn into a suspect, but why not clear your name?  He is worried about what people are saying about him on the internet and in public.  The least of his matters right now are what people are saying. He needs to get out of his attorney&#8217;s office and get his butt in gear, if his daughter really was taken by a carjacker, then get out there and search for her.  His story does seem too surreal!		</p>

										<content:encoded><![CDATA[<p>				<img decoding="async" loading="lazy" class="alignleft size-thumbnail wp-image-30592" title="bianca jones" src="http://humbleopinionforum.net/wp-content/uploads/2011/12/bianca-jonesflier-150x150.jpg" alt="" width="150" height="150" />6 December 2011: There is really no news in the the case of missing Bianca &#8216;<em>Bacon</em>&#8216; Jones.  Searchers are still needed to help find Bianca.  Yesterday about 75 people joined in the search and visited abandon houses, fields, etc in the area where she went missing.  Her mother, Banika Jones greeted volunteers at the Metropolitan United Methodist Church, 8000 Woodward, and Thanked them.  The search continues and if you are in Detroit Michigan, you volunteers can meet at the church between 10 am and 5 pm.</p>

The car was found about a mile from the location where the father claims he was carjacked, no Bianca in the back seat.  <strong>Bianca is 2 feet, 5 inches tall and 25 pounds with a light complexion, had a purple jacket with gold trim, pink tights and pink shoes</strong></p>
<p>Lane took a lie detector test on Friday and fail the test, no police are questioning his story. He who is not new to jail or prison was released from prison in 2009 after serving 2 years on firearm &amp; drug charges, is being held on an unrelated warrant by a different Law Enforcement agency.</p>
